Under the general guidance of the SES Director, Office of Rural Health within the Office of the Assistant Deputy Under Secretary for Health for Patient Care Services, this position provides leadership, advice and subject-matter expertise in tasks, projects and assignments related to rural health policy development, analysis, decision making, and implementation activities affecting the entire VA health care system. This position serves as Deputy Director, Office of Rural Health.

Duties

Major duties include but are not limited to: Provides expert support to the development and implementation of the Veterans Health Administration Office of Rural Health to address health care needs of Veterans residing in rural and highly rural areas. Evaluates the programs and practices of effective rural health care delivery systems and is responsible for designing, developing, and implementing system-wide policies, regulations, guidelines, and other information that influence the efficient functioning of this system with regards to rural health. Responsibilities for tasks and projects related to rural health policy analysis and development in terms of coordinating consistency in policy and data interpretation; achieving consensus on qualitative and quantitative analytical methods; and developing effective vehicles for distributing results of analyses and supporting top level decision making with regards to rural health. Directs the conduct of complex qualitative and/or quantitative analysis to assess patient care trends and variance in rural and highly rural settings. Coordinates special studies and projects with other offices within the Department to ensure involvement of the appropriate Departmental officials, as well as involvement by outside groups. Provides technical and policy advice on health care financing and rural health care proposals reflecting the Administration's objectives and priorities. Supervises the staff of the Office of Rural Health. Plans and assigns work to be accomplished. Evaluates performance; gives instructions on work and administrative matters; interviews and selects candidates for subordinate positions; hears and resolves employee problems; and takes disciplinary measures and recognizes noteworthy contributions as warranted. Work Schedule: 07:30-4:00pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following: Undergraduate and graduate education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR General Experience: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. OR Special Provision of Inservice placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND GS 15 Specialized experience: Supervises staff (i.e. plans and assigns work, evaluates performance). Leads and coordinates technical, professional, and administrative ad hoc teams to conduct comprehensive studies on patient care in rural and highly rural settings. Directs the conduct of complex qualitative and/or quantitative analysis to assess patient care trends and variance in rural and highly rural settings. Manages the oversight of the budget for a large organization. Facilitates effective coordination and communication of Departmental activities with other Federal agencies and outside organizations. You will be rated on the following Competencies for this position: Administration and Management Leadership Planning and Evaluating Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is generally sedentary and does not require unusual physical effort. There is no educational substitution at this grade level but you may use education to meet the Individual Occupational requirement for the 0671 series.
