You will serve as a Security Specialist for NIWTG SAN DIEGO.

Duties

You will act as the Command Security Manager and coordinates the activity's physical security and loss prevention program where a great variety of state-of-the-art security equipment and devices are needed to accommodate control areas. You will conduct continuing inspections and test of the Intrusion Detection Systems to ensure all systems are functioning. You will maintain the physical security integrity of the Command SCIF(s) and acting as the on-site authority for handling physical security issues involving SCIFs and their construction/modifications. You will review security conditions of pertinent contracts and invitations to bid. You will prepare the draft Station Profile for NIWTG San Diego as required to ensure the profile is accurate, approved and submitted on time. You will develop and conduct security awareness and education program for the activity for the assigned security program area. You will be expected to exercise the initiative, resourcefulness and discipline necessary to do background and research work necessary to perform the assigned project. You will possess skills in oral and written communications sufficient to prepare reports and provide briefings on controversial or complex topics. You will be responsible for evaluation and review of personnel records and security forms and advises whether the "must-know" criteria set forth by OPNAVINST-M 5510.1 (series) and Intelligence Community Directive ICD 704 exists. You will be responsible for the collection and submission of required information to the Department of the Navy Central Adjudication Facility (DODCAF) and SSO Navy to permit granting of clearances, waivers or exceptions to established adjudication.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and comprehensive knowledge of a wide range of security principles, concepts, and practices to independently review, analyze, and resolve difficult and complex security problems. Experience and comprehensive knowledge of the special physical, administrative, and operational requirements of Sensitive Compartmented Information (SCI) Programs. Experience and skill in oral and written communications sufficient to prepare reports and provide briefings on controversial or complex topics. Experience planning, coordinating, accomplishing and monitoring the effectiveness of security programs is carried out in accordance with published DoD and Navy directives and broad command security requirements. Experience in providing policy guidance in the general security area and in specialized security areas such as SCI, and ensures security integrity while providing comprehensive support to the Command.
