About the Position: The incumbent will serves as the Information Technology (IT) Operations Branch Chief for a Program Executive Office (PEO), serves as the technical expert and advisor to organizational leaders on matters relating to information management requirements, systems, and policy.
Duties
Serves as the organizational technical authority on information systems management and implementation and primary conduit to the Regional Network Enterprise Center.
Performs the full range of administrative and technical supervisory duties.
Plan work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work.
Represents the organization at various boards, conferences, and meetings with higher headquarters on matters dealing with the implementation of planned IT architectural advances.
Negotiates Enterprise License Agreements (ELAs) and performs asset and license management for PEO IT.
Oversees the execution of Consolidated Buys and IT Procurements in support of the PEO and PMs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Critical Acquisition Position (CAP)/Key Leadership position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of ENGINEERING AND TECHNICAL MANAGEMENT and Practitioner Career Level Certification must be met within 60 months of entrance on duty.
- Employee must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one-year trial/probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: One year of specialized experience which includes 1) Developing and interpreting policies, procedures, and strategies related to advanced information technology principles, concepts, and practices; 2) Managing systems design and advising the engineering efforts associated with the acquisition and architectural standardization of unique, large scale, multi-discipline systems; 3) Managing, directing, supervising and/or independently performing IT analytical and administrative work related to tactical and business system IT acquisitions and procurement, IT program management, technical representation and/or related duties; and 4) Managing and overseeing the Risk Management Framework (RMF) process, including all facets of cybersecurity and information assurance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS- 13).
