The incumbent is assigned to the Medical Staff Office, which is under the Chief of Staff at the Dayton VA Medical Center (VAMC) and is responsible for providing administrative and technical direction and support to the credentialing and privileging (C&P) operations. The C&P Specialist is aligned to and supervised by the C&P Manager.

Duties

Major duties include but are not limited to the following: Ensures accurate provider data is entered into and maintained in the VetPro computer program. Verify education, training, licenses and national or Board certifications and track to certify all are current and unrestricted. Manages provider applications (initial) for LIP and Non-LIPs credentialing within the VAMC. Serves as subject matter expert (SME) in the field of credentialing. Assists C&P Manager or Analyst in drafting local credentialing procedures for LIP and Non-LIP providers. Develops and provides routine and special reports as requested by the C&P Manager/Analyst. Credentialing Specialist holds the credit card and is responsible for maintaining records, for tracking purchases. Maintain professional relationships with all customers. Keeps leadership and appropriate administrative staff informed of program changes, new regulatory requirements, and policies and procedures pertaining to the C&P process. Receives and reviews VetPro reports detecting problem areas requiring further investigation. Analyzes and manages issues related to documents that do not meet expected requirements, regulations or guidelines such as malpractice claims, adverse actions against licensures and/ or certifications, FSMB reports, and National NPDB CQ reports. Creates automated system of program-specific data to track suspense's on items such as project milestones, progress reports, and compliance strategies. Serves as technical advisor to the Executive Committee of the Medical Staff (ECMS) and if applicable the Credentials Committee. Prepares agendas for credentials related meetings, ensures those involved are notified of expectations, and ensures appropriate paperwork is accomplished completely and accurately prepared for committee action. Has responsibility to ensure LIPs credentials files (2-part folders) are prepared properly, maintained appropriately, and are accurate and current. Documents details of privileging actions, both routine and adverse, in detail with accuracy necessary for defending appeals to higher authority. Monitors and ensures suspense's are met in the time sensitive actions for privileges modification, biennial renewals, temporary limitations or suspensions, and any other time limited privileging action. Composes correspondence requiring Clinical Service Chiefs, Chief of Staff and Medical Center Director signatures for privileging actions. Maintains confidentiality of information in accordance with the Privacy Act in releasing information. Provides ongoing review of regulatory requirements, TJC Standards, changing laws and legal precedents to review hospital regulations and make necessary recommendations for changes to ensure compliance with current VHA, and, TJC Standards and in the event of an emergency declaration. Preferred Experience: Background in Hospital Administration, knowledge of the Credentialing and Privileging process, basic computer skills, Microsoft Office, Excel, Power Point and database entry desired. Selective Placement Factor: Strong ability to communicate effectively, both Oral and Written, calm under pressure.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Health System Specialist (GS-671) Occupational Requirements - The basic requirements for this occupation can be met by possessing one of the following: Education - 4 year course of study leading to a bachelor's degree. (TRANSCRIPT REQUIRED) OR Experience - 3 years of general experience, 1 year of which was equivalent to at least GS-4. OR Experience/Education Combination - a combination of education and experience as described above. (TRANSCRIPT REQUIRED). Grade Requirements: In addition to the basic requirements, you must also meet the individual grade requirements to qualify for this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following: Keeps leadership and appropriate administrative staff informed of program changes, new regulatory requirements, and policies and procedures pertaining to the C&P process. Receives and reviews correspondence and communications for the C&P function and determines which items require immediate attention and which are confidential in nature. Incumbent must have a broad knowledge of medical specialties and core privileges and is the technical advisor to clinical leadership for the development of department specific privileges and assures that complete documentation is available to support privileges granted to providers within their training and/or experience. Provides guidance and instruction to hospital staff in completing the required documentation of establishing privileges for LIPs. Provides oversight to application process; analyzes exceptions and deviations in expected application process; determines course of action and makes recommendations.
