The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Supervisory Health System Specialist. The Supervisory Health System Specialist will function as the Supervisor of and within the Governance and Compliance Section within the Director's Office. Primarily responsible for comprehensive risk management throughout the enterprise for various programs.
Duties
Major duties include, but are not limited to:
Serves as the supervisor for an office engaged in comprehensive risk management for the medical center and includes the following programs: integrity and compliance, facility communications, Privacy/FOIAs, governance and policy management, records management and Integrated Ethics (IE). Maintains overall programmatic responsibility for the efficient operation of the program.
Establishes performance standards and evaluates the performance of subordinates, makes determinations on grievances, recommends training, and approves leave.
Provides leadership in all aspects of Integrity and Compliance risk assessments, investigations, and audits of business processes to ensure organizational-wide compliance with the appropriate state and federal laws, as well as VHA policies, VISN policies, and local policies and procedures.
Participates in and implements a risk management process to identify, assess, prioritize, respond to mitigate, monitor, and document compliance risks associated with the controlled substance program, and business integrity in financial and acquisition procedures, as well as information management and records retention.
Ensures information which addresses compliance risk areas on trending and analysis is received, issues are addressed to prevent future occurrence and corrective actions are taken by the operational areas identified from internal and external reviews.
Develops, formulates, codifies, and communicates Compliance Causation and Corrective Action Plans in response to identified areas of risks for all areas with the Dayton VA Medical Center.
Incumbent will ensure processes and procedures for formal and informal investigations are in accordance with applicable handbooks, directives, Human Resources and guidance from Regional Counsel. Identified issues of fraud, waste, abuse, and criminal activities are reported to the VA Office of the Inspector General (OIG) in accordance with VISN and VA policies.
Formal audit reports are provided to leadership, particularly those related to special investigations or audits performed at the request of the Executive Leadership Team, which include assessment of internal controls and comprehensive work papers with evidentiary data to support audit/investigations objectives.
Serves as the principal advisor to the Medical Center Director on compliance of VHA business operations and health information practices with the laws, regulations, and standards which govern these activities, the reasonable expectations of VHA business partners, and standards of business integrity.
Co-coordinates the facility's Controlled Substance Program. Establishes and maintains the program to include development of local written medical facility policy on the inspection of controlled substances.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Maintains overall programmatic responsibility for the Governance and Compliance Section and assures programs are comprehensive and meet all regulatory requirements. Develops, implements, and maintains Integrity and Compliance and Integrated Risk programs throughout Dayton VA Medical Center including managerial oversight of Privacy, facility communications, records management and management and oversight of the facility publication process.
Serves as the Supervisor of the Governance and Compliance Section, which includes the following programs: integrity and compliance, facility communications, Privacy/FOIAs, governance and policy management, records management and Integrated Ethics (IE). Exercises supervisory authority involving work assignment and review to include providing technical and administrative supervision. Establishes performance standards and evaluates the performance subordinates, makes determinations on grievances,
recommends training, and approves leave.
Provides leadership in all aspects of Integrity and Compliance risk assessments, investigations, and audits of business processes to ensure organizational-wide compliance with the appropriate state and federal laws, as well as VHA policies, VISN policies, and local policies and procedures.
Conducts audits and analyzes data trends in various areas, including compliance risk areas and organizational compliance failure.
Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.
Participates on project teams in lead or support roles identifying and improving operational processes impacting service lines or components of the VA health care system or oversight office.
Initiates investigations of high-level and unprecedented issues of non-compliance. Develops, recommends, and implements appropriate corrective action plans in collaboration with program managers.

Physical Requirements:
The work is sedentary in nature. Typically, the incumbent will sit to perform work functions, but there will be some walking, standing, reaching, stooping, bending, kneeling, crouching, or carrying light items.
Working Environment:
Most work is performed in an office setting; however, occasional travel away from the normal duty station may occur, as necessary.
