The primary purpose of this position is to provide support to the Chief of Staff and other Medical Center health care management officials by analyzing, evaluating, advising on/or coordinating health care delivery systems and operations. The incumbents' administrative responsibilities encompass all services aligned with the Office of the Chief of Staff, and as such, the incumbent serves as a full and responsible staff participant in overall management of the Medical Center.

Duties

Major Duties are, but not limited to the following: Provides Leadership with clinical strategic planning in the medical center. Leads development and updating of internal policies and programs, in particular the Medical Staff By Laws and Rules Plays a central role in developing and coordinating internal review systems. Provides leadership in completion and submission of recurring and special reports for the Chief of Staff. Assists in formulation of medical center publications for which the Chief of Staff is responsible. Represents the Chief of Staff in a variety of situations, particularly with senior leadership and the service chiefs that reports to the Chief of Staff. Provides advice, guidance and direction on all administrative aspects of issues that impact medical center operations, particularly to the Chief of Staff, administrative officers and respective service chiefs. Key participant in resource formulation and execution with the medical center (includes budgeting and staffing levels). Delegated by the Chief of Staff to evaluate and approve/disapprove and/or endorse requests for resources from services that report to the Chief of Staff. Supports development and monitoring of quality programs, plans, procedures and methodologies. Provides direct supervision of personnel within the Credentialing and Privileging Office. Responsible for provider instructions and mentoring to various administrative staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in formulation of medical center policy and direction of operations; providing advice, guidance, and direction on all administrative aspects of issues affecting medical center policy and operations; acts as a consult to the administrative services while serving as liaison with all clinical services; providing expertise and leadership in the planning, development and implementation of clinical endeavors associated with the medical center's network, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is performed in an office setting. The environment involves those everyday risks or discomforts that require normal safety precautions typical of this environment. Although the employee works in a healthcare facility where exposure to contagious diseases exist the tasks required for this position do not put the employee at risk for this type of exposure. There is adequate light, heat, and ventilation in the work area.
