This position is located in the Office of the Chief Financial Officer (OCFO), ACFO Financial Policy & Planning, Budget Division.
Incumbent participates in the development, execution, analysis and evaluation of the expenditures for all affected cost centers. Ensures that the Accounting/Financial reports are consistent with the budget and reconcile with accounting personnel during budget formulation.
Duties
Prepares. Justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Recommends appropriate revisions to systems to ensure consistency with Government-wide and departmental requirements.
Resolves complicated budget issues that may require substantial corrective actions or complicated adjustments.
Assists program managers and staff officials in interpreting the impact of and planning for multi-year financial/budgetary and program changes.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level or pay band in Federal Service or equivalent experience in the private or public sector private sector/pay systems equipped you with the particular competencies to successfully perform as a Supervisory Financial Management Specialist. Specialized experience is defined as: 1) Developing budgets using 0MB Guidance's and practical application to develop and assess cost methodologies; 2) Using accounting standards and practical application in producing financial reports; 3) Applying analysis techniques to program data expressed in financial terms, which includes a detailed review of budget requirements; 4) Reviewing budgets using 0MB Guidance's to evaluate and assess the impact of budget to the Organization program objectives; and 5) Using automated systems and software functions to produce budget reports and spreadsheets in complex formats.

Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach a copy of your transcript).
OR
Have an equivalent combination of successfully completed specialized experience and higher-level graduate education described above that makes up 100% of the qualifications required for the position.
Combining Education and Experience: Have successfully completed combinations of successfully completed higher-level graduate education and experience may be used to meet total qualification requirements for the grade level specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Note: You must attach a copy of your transcript)
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. For this position, applicants must have 52 weeks of service at the GS-09 grade level for consideration for the GS-11 grade level.
