Duties

Processes application for permit to drill in accordance with regulations and policies (including 43 CFR 3171). This also includes NEPA analysis and subsequent requests or sundries. Completes surface use and environmental inspections as assigned, to ensure compliance with approved plans in APDs, Sundry Notices, SRAs and FANs, applicable Conditions of Approval (COAs), applicable laws and other surface-use standards/requirements. The specialist issues Written Orders and Notices of Non-compliance to operators where environmental issues or violations associated with failure to follow Federal regulations and/or approved operating plans are observed. Follows up to ensure that corrective action is completed in the time frame specified by the Authorized Officer. Reviews and/or develops surface reclamation plans associated with the final abandonment of federal oil and gas wells and associated access roads and infrastructure. Collects, enters, and maintains natural resources monitoring data according to BLM and program standards. Learns to ensure data quality and integrity by adherence to quality control standards and procedures.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: A valid state driver's license and gaining a US Government Motor Vehicle Operator's Identification Card are required. In addition to meeting the IOR in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. FOR GS-07: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Knowledge of natural resources principles, concepts, and theories, and the interrelationships between biological and physical components within an ecosystem sufficient to conserve, develop or manage public lands. Basic knowledge of other related professional programs to provide resource management coordination and information to others resource specialists in a team setting. Basic knowledge of data collection procedures, resource management, and inventory methods. Knowledge and ability to use various automated software systems to input data and generate reports. Ability to work with others to provide customer service to members of the public and employees of federal, state, and local agencies, etc. -OR- Education: 1 year of graduate level education. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. FOR GS-09: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Knowledge of natural resources principles, concepts, and theories, and the interrelationships between biological and physical components within an ecosystem sufficient to evaluate a wide range of projects on wildlife habitat, range, forest, and watershed environments. Knowledge of data collection procedures, resource management, and inventory methods to implement various studies and monitoring efforts. Knowledge of federal budgeting processes to prepare budgets, determine financial need, and complete purchasing and procurement. Ability to maintain effective working relationships and work cooperatively with others to provide customer service to members of the public and employees of federal, state, and local agencies, etc. Knowledge of written and oral communication principles, techniques, methods, and practices to effectively communicate in easy-to- understand formats for bureau programs, policies, and objectives. -OR- Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. FOR GS-11: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Knowledge of theories, principles, and concepts of natural resources management to develop landscape plans and evaluate and advise on the effects of other Field Office Programs on natural resources. Knowledge to independently perform projects/assignments and resolve natural resource management problems; analyze and evaluate diverse environmental conditions and proposed natural resources management actions, changing habitat conditions, and inspection activities for conformance with standards and compliance with regulatory requirements. Thorough knowledge of the principles and guidance provided by the National Environmental Policy Act, Endangered Species Act, the Federal Land Policy and Management Act, the Taylor Grazing Act, and related natural resource regulations and laws. Ability to maintain effective working relationships and work cooperatively with others to provide customer service to members of the public and employees of federal, state, and local agencies, etc. Knowledge of written and oral communication principles, techniques, methods, and practices to effectively communicate in easy-to- understand formats for bureau programs, policies, and objectives. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Working conditions may vary from general office and computer work to performing field work and attending meetings and trainings. Occasional overnight or weeklong travel for trainings may be required. Work Environment: Works in three principal settings: (a) office, (b) travel to isolated locations, and (c) inspection sites where protective clothing and safety precautions are required, and work around heavy construction equipment and dust may be required. Work environment involves high risk with exposures to potentially dangerous situations such as direct sunlight, extreme cold, windburn, thorns, poisonous gas, oil and gas spills, wellbore blowouts and other potentially dangerous oil and gas operations which pose a threat to human health and safety and the environment.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
