This position is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), the Office of the Associate Chief of Staff for Mental Health Services, VA North Texas Health Care System, (VANTHCS), Dallas, TX. The incumbent will perform a wide range of duties including but not limited to data analyses, strategic planning, budgetary planning, administrative functions, serve as COR for contracts and negotiations, and Automated Data Processing Application Coordinator (ADPAC).
Duties
Health Data Collections & Analysis
Incumbent provides service expertise in the collection, organization, manipulation, analysis, and presentation of workload and productivity data and statistics, particularly associated with those programs created by the Mental Health Initiatives process. Must utilize various sources of data and be able to present the same in an acceptable format facilitating understanding and usage. Incumbent manages those resources allocated (including personnel, funds, equipment and space) to successfully complete tasks, projects and duties assigned, or resolve problems and delays in a timely, professional manner. Incumbent is responsible for the accuracy and verification of all data collected and used and serves as the subject matter expert. Works with Team Leaders assigned to data reporting and chart review.
Procurement/Contracting/Equipment Inventory
As a Contracting Officer Representative (COR) the incumbent is responsible for managing procurement and contracting for assigned contracts in the Service, including the Homeless Program. Duties include preparing procurement requests, evaluating proposals, and/or maintaining procurement and contracting records. Incumbent manages those resources allocated (including personnel, funds, equipment and space) to successfully complete tasks, projects and duties assigned or resolve problems and delays in a timely, professional manner. Manages contracting and procurement for small acquisitions that require varying approaches. May prepare and review purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware, and software and other specialized equipment necessary to the effective functioning of the office.
Automated Data Processing Application Coordinator (ADPAC)
The incumbent will work with local OI&T staff, Region 2 OI&T, and Office of Health Informatics development team regarding patient care, physician staffing, equipment resource utilization and management, and program planning in Mental Health Service. Incumbent reviews and analyzes existing health informatics processes in Mental Health Service areas to determine relevancy and currency of these functions. As a Subject Matter Expert (SME) with extensive knowledge of complex functions of all services through the Medical Center and their relationship to Mental Health Service, the incumbent provides management with findings and recommendations for improvement in the effectiveness and efficiency of work operations in Mental Health.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
