The primary purpose of this position is to guide Air Mobility Command (AMC) participation in the Air Force (AF) Intelligence, Surveillance, and Reconnaissance (ISR) Force Modernization through the application of capability-based planning (CBP) and requirements identification, solution development, and acquisition processes.

Duties
Plan, research, write, coordinate, and publish the Air Force's Intelligence, Surveillance, and Reconnaissance (ISR) Capabilities-Based Planning (CBP) and strategic planning documents.
Responsible for Intelligence Force Modernization through the identification, disposition, coordination, care, and maintenance of Air Force Intelligence requirements for the support of weapon systems captured in Analysis of Alternatives (AoA), System Threat Assessment Reports (STAR), and Information Support Plans (ISP).
Coordinate Predictive Battlespace Awareness (PBA) and Intelligence Preparation of the Operational Environment (IPOE) initiatives with HAF, Joint Commands and national agencies and subordinate units.
Conducts thorough fact-gathering inquiries and provides information to management analysts and organizational managers.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of AF, Joint and DoD Intelligence, Surveillance, and Reconnaissance (ISR) capabilities and Force Modernization initiatives, funding programs, and architectures in order to plan, research, write, coordinate, and publish the Air Force's Intelligence, Surveillance, and Reconnaissance (ISR) Capabilities-Based Planning (CBP) documents. Knowledge of AF, Joint and DoD doctrine, policy, and strategy and exceptional skilled ability to research, analyze and interpret Air Force, Joint, and National Intelligence Community Strategic Planning and Force Modernization documents in order to develop and present recommendations concerning AF Force strategic planning, Modernization and infrastructure development efforts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill understanding ISR principles, operations, TTPs, architectures, doctrine, and planning and acquisition in the AF, Joint and DoD community. Knowledge of DoD security handling directives and processes.
2. Knowledge and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and strategic planning, concepts, procedures, guidance, and policy. Knowledge of DoD, Joint, and AF wartime planning guidance, policy, and procedures, and functional area management responsibilities. HIGHLY DESIRED
3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Skill in conducting interviews with supervisors, and employees to obtain information about organizational
missions, functions, and work procedures.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
High Desired Skills:
Acquisition Intelligence Analyst experience.
Unit-level Intelligence experience supporting Air Refueling, Airlift, Fighter, or Bomber flight operations.
