You will serve as a SUPERVISORY SECURITY SPECIALIST in the Special Security Branch, Security Department of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will serve as the technical expert and NCIS authority for the SCI security program.
You will serve as the Security Manager's principal advisor and direct representative in matters pertaining to the security of Sensitive Compartmented Information (SCI) in the service.
You will support management of the SCI security program, major and special projects in support of each of the varied security disciplines involved with Information, Personnel, Physical, Special Access Program, and SCI Security
You will conduct studies and analyses, develop tools, methodologies, and strategies for evaluating the effectiveness of the SCI security program for NCIS worldwide.
You will review and make recommendations for improving the program and introduces and promotes the use of management improvement programs and management research projects.
You will develop new program guidelines and methods for Headquarters and field application and provides consultation and assistance to field components on specific problems.
You will supervise the work of the subordinate staff and set goals and objectives for accomplishing projects and establishing work standards.
You will establish performance standards and evaluate performance formally by issuing annual performance appraisals.
You will support all DON and NCIS EEO programs.
Requirements

- You will be required to obtain and maintain a Top Secret/ SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Inspecting the physical, personnel, and information security of the agency;
Developing and implementing all phases of the agency's security programs in adherence to policy and directives; and
Providing guidance on classification for special access programs.
