Duties

You will supervise a diverse team of personnel by assigning work, setting priorities, granting leave, developing and executing performance plans. You will apply the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. You will plan, coordinate, and direct activities of architects, engineers and/or engineering technicians, who are responsible for performing various tasks necessary to provide facility management planning and support to naval installations. You will apply General Fund and Navy budgeting concepts and procedures for purposes of planning and budgeting. You will effectively plan and induct all fundable requirements.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the basic requirements of this position, your resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing facility inspections, monitoring facilities inventory, and creating facility sustainment plans using Infrastructure Condition Assessment Program (ICAP) and Condition Based Maintenance program (CBM); 2) Gathering, analyzing, and reporting data in order to provide facilities oversight of piers, airfields, hangars, harbors, explosive safety areas, lighting protection programs, family housing, utilities, storage areas, etc. in order to meet key initiatives regarding regionalization of facility management and cost reduction; 3) Directing/managing PWD operations of Facility Support Contracts, Real Property Management and Public Works Directorate Products & Services for a wide variety of clients; 4) Providing professional oral and written communication skills to internal and external personnel in order to resolve issues of facilities job status, priorities, milestones, tracking procedures and schedules to eliminate conflicts and facilitate timely project completion; 5) Utilizing EV business line and Planning Design and Construction Directorate to effectively induct facility requirements; and 6) Mentoring/supervising personnel in relation to facilities planning, programming and funding, such as maintenance execution, maintenance action, and long range maintenance plans (MEP, MAP, LRMP), to assess and advise supported clients on feasibility of their requirements. Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience: Examples of qualifying specialized experience include:
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
