The mission of the Office of the Chief Information Officer is to manage the acquisition and use of information-and technology resources to improve the quality, timeliness, and cost effectiveness of USDA service delivery to all its customers.This position is located in The Office of the Chief Information (OCIO), Information Resources Management Center (IRMC), Enterprise Architecture (EA) Division.
Duties
Responsible for creating an integrated, tiered EA that supports improved planning and risk management at both the Agency and Department levels.
Responsible for developing and implementing program standards in support of the Federal Enterprise Architecture version II to enhance interoperability, reduce redundancy and cost of ownership.
Representing Department Interagency work groups established to develop government wide Enterprise Architecture IT policy initiatives and solutions to critical issues.
Analyze enterprise business drivers to determine business information and technical IT architecture requirements. Analyze the current information technology environment to detect critical deficiencies arid recommend solutions for improvement.
Develop and implement agency-wide: policies, procedures, tools, templates, activities, and infrastructure to align agency internal business practices with government-wide regulations and policies.
Perform administrative and human resource management functions relative to the staff supervised. Establish guidelines and performance expectations for staff members. Provide advice and counsel to workers related to work and admin matters.
Negotiates for acceptance of the Department's position on key government wide Enterprise Architecture IT policy initiatives.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Qualification Requirements: If qualifying based on experience, you application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized Experience: At the GS-15: Applicant must have one (1) year of specialized experience equivalent to at least the GS-14 level in the Federal sector; that included experience: 1) providing technical expertise and guidance on the development and establishment of architectures and technical standards for information systems and communications infrastructure at a command level; 2) developing policies and programs for information systems (e.g. satellite communication systems, precision navigation and timing, etc.); 3) managing, directing or overseeing the implementation of communications systems; 4) developing and implementing concepts for modernizing communication systems.
AND
IT-related experience demonstrating each of the four following competencies: 1.) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
