The primary purpose of this position is to perform as Knowledge Management Specialist providing Knowledge Management (KM) support for strategic improvement initiatives through the development and execution of knowledge management, change management and organizational learning tools, techniques, and expertise.

Duties

Serves as knowledge management specialist providing knowledge management support. Promotes knowledge sharing through the organization's operational business processes and systems by strengthening links between knowledge sharing and the information systems, and improving integration among information systems in the organization, to facilitate seamless exchange of information across systems. Prepares and delivers written and oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff services functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. Serves as Contracting Officer Representative (COR) and represents the KM organization at all levels within the government to include USSOCOM and its Components. Leads and or serves on integrated project teams and work groups composed of various functional disciplines engaged in developing, recommending, and executing KM related improvement initiatives. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

  • Must be able to obtain and maintain a Top Secret clearance. The position has repeated access to Special Compartmented Information (SCI), as well as Special Sensitive information.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Must be responsive to frequently changing priorities and resource levels, simultaneous high priority assignments, and stressful, sensitive assignments.
  • Required to perform TDYs of varying duration to other military installations. Travel in and out of CONUS to include operational foreign countries in support of C4 requirement analysis and program management.
  • This position is designated as a Test Designated Position under the AF Civilian Drug Testing Program. As a mandatory requirement for employment, incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalyses testing.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems which includes: Planning, conducting and directing Knowledge Management efforts; Applying a wide range of analytical and evaluative methods and techniques to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods; Involvement with writing, marketing and strategic planning skill and ability to justify and acquire resources to accomplish projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of Special Operations organizational construct, functions, and administrative operations, as well as knowledge of the concepts, principles, policies, and practices involved in organizational development programs and initiatives. Knowledge of written and oral communication principles, methods, and techniques to communicate change management, knowledge management, and collaborative lessons learned concepts, processes and procedures, sufficient to handle and protect sensitive information, communicate effectively, both orally and in writing and establish and maintain effective relationships. Knowledge of a wide range of analytical and evaluative methods and techniques to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Knowledge of business and industry practices; the collection, analysis, and dissemination of information; and the establishment and maintenance of contacts with business and industry. Knowledge of Knowledge Management (KM) concepts, processes, tools, foundation technologies, methodologies, and best practices, and ability to use various communication media to establish, implement, and maintain a proactive knowledge management, and/or collaborative lessons learned program. Ability to apply critical thinking skills, interpret, develop and or revise documentation, and conduct requirement analysis and program management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
