This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of Professional Development and Management Support (GH/PDMS), at the U.S. Agency for International Development (USAID).

Duties

Ensures recruitments align with Workforce Plans and budgets; Plans and oversees the provision of liaison services to support human resources liaison administration activities. Represent the Bureau at meetings to facilitate knowledge sharing and information exchange. Leads, advises, and represents on staffing management and budget discussions as it relates to Staffing, Logistics and Travel as needed. Supervises administrative and logistical support functions and staff; Lead operational and administrative programs, including purchases, time and attendance, telework, equipment and other administrative services. Serves as a principal interface with the Office of Human Capital and Talent Management and related units. Provides expert advice and recommendations on staff needed for operating unit functions; serves as primary expert and contact for position management and workforce planning and execution. Advise senior management on workforce issues in staffing planning and timely execution of hires, actions for onboard personnel, diversity and inclusion, employee engagement and development, awards, and performance management.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Specialized Experience: GS-15: You must have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position MUST include: a) Developing administrative or business management goals, objectives, or plans; b) coordinating the work of other personnel, such as assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates, providing performance feedback, etc; c) Advising management on workforce planning, hiring, training, or logistical operation actions and or complex issues; d) Experience with workforce data quality and analysis with emphasis on interpreting data for decision making and implementation of operational plans as it related to administrative management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
