The Program Support Assistant (PSA) to the Mental Health Service Line's Homeless Program, provides administrative and technical support to the HUD-VASH Coordinator, as well as the Grand and Per Diem Program, Contract Residential, Veterans Justice Programs, and Homeless Outreach. Also provides support in the ongoing development of the Homeless Programs.

Duties

Duties of this position include but are not limited to the following. Provides administrative and technical support to the HUD-VASH Program Coordinator and staff, as well as the Grant and Per Diem (GPD) Liaison, Health Care for Homeless Veterans (HCHV) Contract Residential Program and SUD Specialist, Veterans Justice Programs Social Workers and Community Employment Coordinator. Point person for questions regarding the HUD-VASH Program, including veteran eligibility, enrollment, vesting, catchment area and reporting procedures. Provides administrative support to track veterans, coordinate appointments, coordinate security clearance requests and provides information to veterans and families about the HUD-VASH program. Analyzes data from the VA Homeless Operations Management and Evaluation System (HOMES) and prepares reports to the HUD-VASH team as to outcomes and productivity.-Obtains any relevant HIPPA clearances to allow transmittal of facility data to the VISN 23 for trending and quality assurance purposes; and transmits the data following cyber security requirements as applicable. Plans, develops, maintains and reviews service data collection methodologies, records and techniques; prepares corrective action plans and makes appropriate recommendations for improvements in data collection/maintenance and work flow processes.-Searches, gathers, collects, retrieves, extracts, compiles and/or displays reporting statistical data. Schedules spaces, participants, time, etc., for conferences and meetings, assists in preparation of agenda and any handout material required; records and transcribes minutes and maintains files for future references. Schedules and tracks staff training as directed for nonclinical and clinical staff. Works independently and directly with staff and payroll clerks in Fiscal Service for completion of daily timekeeping. Work Schedule: Part time - 20 hours/week. Monday - Friday 8:00 am to 12:00 pm. Typically, the employee may sit in a comfortable area to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge suffitocient recognize which information is or is not relevant to the problem at hand. Coordinate the work of the office with the work of the other offices and for recognizing the need for such coordination in various circumstances. Knowledge of regulations and procedures governing pay for employees payroll records, payroll processing procedure. Time and Attendance skills within VATAS for preparation of timecards and payroll functions; ability to record, reconcile, and balance overtime pay data. Knowledge of the Training and Education Management Program. Discretion, tact, mature judgment and diplomacy in dealing with visitors and employees face-to-face contacts or by telephone to promote good public relations. Computer skills to include use of Microsoft Office products such as Excel. . There is no educational substitution for the GS-06 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
