This position is located in the Great Lakes Healthcare Network, VISN 12, serving as the Site Liaison for the Network Decision Support System (dSs) at a designated VA facility. DSS is an automated clinical and financial decision support system which links actual operating expenses to health care services consumed at the patient level.
Duties
Major duties included but not limited to:
DSS is an automated clinical and financial decision support system which links actual operating expenses to health care services consumed at the patient level. The scope of the DS program is to improve veterans health care by providing a system for making data-driven decisions utilizing information related to patient care patterns, outcomes and associated resource costs.
The incumbent is responsible for coordination of dSs activities at the designated facility. The incumbent works directly with the staff at the VAMC to gather the data necessary to accomplish the monthly processing of the dSs data. The incumbent is responsible for ensuring the dSs Northern/Southern Tier Operations Team has the necessary data, in the time frames established, to accomplish the monthly processing. The incumbent will provide local training and local reporting at the local VAMC.
The incumbent is responsible for researching monthly rejects (that cannot be researched by other Northern/Southern Tier Operations staff) in a timely manner, and provides necessary information to the Northern/Southern Tier Operations Team.
Independently performs monthly processing of VISTA extracts, which includes scheduling and coordinating the generation of the extracts with Information Management Service to ensure critical VISTA processing is not compromised during these CPU intensive extracts.
The incumbent has responsibility for the ongoing use and maintenance of the Event Capture VISTA package. Including identifying areas that would benefit from the use of Event Capture, establishing local processes, assisting with the development of data collection and entry processing, setting up the event capture applications and reviewing the event capture activities to ensure accurate data is being captured.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 01/11/2024
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade
For a GS-12 position you must have served 52 weeks at the GS-11.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11(12) in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Examples of specialized experience would typically include, but are not limited to:
Must have analytical knowledge in resolving difficult problems relating to variable and changing costs, multidisciplinary programs with workload and cost variables that are hard to identify, as well as comparable problems. Knowledge and skill in the use of qualitative and or quantitative analytical methods and techniques to include workload analysis, productivity charting, span of control, organizational design, workflow charting, etch , related to evaluating the efficacy of programs operations performed by professional, administrative, technical and support personnel; ability to perform numeral analyses used to identify, consider and resolve problems and issues, or to conclude and support recommendations and findings. Self management of applying practical knowledge of computerized programs equivalent to Microsoft Windows such as Excel Access, Word and PowerPoint, etc, to prepare and present reports, findings and recommendations in numerous formats. Ability to plan and conduct projects and studies, independently and as a leader/member of a team, consisting of complex functions and work processes and / or organizational costs. Ability to convey appropriate work methods and assist others in adjusting work practices to better meet the mission. Must have knowledge, experience, and demonstrable success working in an automated information systems environment and in project management. Jnowledgeable of the major subsystems of the dSs software (VCNV, ALB, DCM, KIT, CCM, and DCR). Can independently performs monthly processing of VISTA extracts, which includes scheduling
and coordinating the generation of the extracts with Information Management Service to ensure critical VISTA processing is not compromised during these CPU intensive extracts.
