The Program Specialist is located at the Birmingham VA Medical Center, in Birmingham, AL. The position is aligned under the Healthcare Technology Management Service and directly reports to the Chief, Healthcare Technology Management. The Program Specialist is responsible for equipment management programs and workflows; developing and maintaining records for inventory and work order documentation compliance; reporting on performance and compliance activities.
Duties
The major duties of the position include, but are not limited to:
Reviewing work order data and work to be scheduled.
Maintaining files on all in-house projects.
Serving as an alternate Contracting Officer Representative (COR) for new non-recurring maintenance contracts, service contracts and purchase orders for the Service.
Maintaining JCAHO and other shop reports and visual aids to accurately reflect the status of jobs planned and in progress.
Preparing correspondence concerning priority changes, expediting material and material delays.
Serving as the primary timekeeper for all assigned T&Ls.
Maintaining time and attendance records and subsidiary files for assigned T&Ls in accordance with regulations and standard operating procedures.
Serving as purchase card holder for service.
Lead point of contact for all incoming calls, inquiries, and messages for service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-7 Requirements:
GS-7 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as backup timekeeper for a section, ensuring everyone's time is input and updated as required; monitoring and identifying required administrative requests for the section and following up when required; knowledge of purchase card policies and procedures.

Physical Requirements: The work is primarily sedentary, though some work may require long periods of standing, walking, bending, stooping, stretching and carrying of light items (25 pounds or less). The regular and recurring work of the position involves sitting at a desk or in meetings. The mental demands and stress of the work can be considerable. Incumbent must frequently deal with other medical center personnel who may be uncooperative or hostile due to circumstantial pressures. Incumbent is required to display tact, calm and patience as well as work in an analytical, professional, and helpful manner regardless of circumstances.
