Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of the Director, Office of Diversity, Inclusion and Civil Rights (ODICR). This position will be located in Washington, D.C. or Sterling, Virginia.
As a GS-14 Equal Employment Specialist, you will serve as BOEM ODICR's Complaints Manager. The incumbent is primarily responsible to ensure that Equal Employment Opportunity complaints and related responsibilities are carried out efficiently, timely and effectively. The incumbent has full delegated authority to perform all functions and responsibilities delegated by the BOEM ODICR Director.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Assists in directing the provisions of the Equal Employment Opportunity (EEO) complaints program and interrelated activities to include training, employee development and development of programmatic initiatives.
2. Advises the BOEM ODICR Director on status of discrimination complaints processing and other related activities. Represents the BOEM ODICR Director to the staff and to headquarters officials regarding discrimination complaint processing and related training.
3. Functions as the point of contact for BOEM ODICR Internal Quality Control coordination. This involves the review for purposes of accuracy, effectiveness and efficiency of materials and documents routinely used to educate, inform and advise employees, supervisors and managers, and applicants of regulatory and policy objectives and mandates.
4. Participates in the development and administration of an EEO program evaluation system for the Bureau including on-site program evaluation, analysis of both narrative and statistical reports, assessment of actual versus projected accomplishments projected accomplishments, and identification of program status and needed improvement.
5. Participates collaboratively with other BOEM ODICR staff in the development and administration of internal policies, practices, and initiatives to improve the efficiency of services.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Salary Information
GS-14, Step 1: $132,368.00 to GS-14, Step 10: $172,075.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Experience applying and interpreting laws and regulations pertaining to the EEO complaint process.
2) Experience analyzing statistical information across the employment life cycle as it relates to equal employment opportunity complaints.
3) Experience coordinating and leading a comprehensive Equal Employment Opportunity program with an emphasis on complaints.
