You will serve as the Assistant Director for Information Command, Control, Communications and Computers (IC4), Deputy Commandant for Information (DC I), Headquarters U.S. Marine Corps (HQMC), whose Director leads the Office of the Chief Information Officer (CIO) of the Marine Corps and as the Marine Corps' Chief Information Security Officer (CISO) and Authorizing Official (AO).

Duties

You will define and prioritize Marine Corps operational requirements for the C4, IT, cybersecurity, and warfighting systems functions and lead supporting expert technologists in conducting a continuing assessment of the C4/IT marketplace. You will provide executive leadership for efforts to evaluate and select architecture modeling tool sets used to document, maintain, and enhance the architectural planning process. You will implement C4/Information Technology (IT) program elements, conduct continuing assessments of C4/IT programs and operations, and serve as the chief architectural and system engineering advisor for all C4/IT resources and programs. You will provide executive technical direction to ensure proper integration of the efforts of all Marine Corps C4/IT system acquisition efforts. You will act as the IC4 funding coordinator, promulgating investment guidance to lower-echelon elements and provide leadership for the IT capital planning and investment control process. You will provide authoritative direction on the full range of technical and administrative issues involved in management of military and civil service personnel assigned to IC4.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key. You will be required to be removed from their military recall status if alternatives for filling the position during an emergency are not available.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Expert knowledge of DOD C4, IT, and cyber security systems including current and projected operational requirements and priorities and programmatic interfaces among Department of Defense (DoD) and with other US Government C4, IT, and cyber security systems enabling the incumbent to provide executive direction of ever-changing requirements of a Service level IT program. 2. Ability to define and lead implementation of a strategic plan, vision, mission, and goals to provide long-term focus and direction of DoD and Department of the Navy (DON) IT and cyber security transformation within the Marine Corps component, accounting for considerations not apparent to managers with narrower focus. 3. Expert knowledge of and demonstrated skill in applying DoD program management principles and techniques, which enables the incumbent to provide executive direction for a Service-level IT program, which encompasses all program and human resources life cycle phases.
