You will serve as a PROGRAM MANAGER in the Naval Sea Systems Command, Total Force Division, Corporate Operations and Total Force Directorate of NAVAL SEA SYSTEMS COMMAND. You will serve as the Director for the NAVSEA Total Force Management Division (SEA10T) of the Corporate Operations Directorate (SEA 10). You will also provide comprehensive workforce intelligence to NAVSEA and other organizations to further the goal of building and maintaining an optimal Fleet.
Duties
You will primarily function in strategic management, civilian/military manpower requirements and analysis, civilian personnel financial management (budget, audit, execution and payroll), Mission Support Budget, and organization change management.
You will provide manpower, program and financial management analysts develop, recommend, disseminate and implement major policy and procedures necessary to accomplish Command-wide goals and objectives.
You will provide administrative and policy direction concerning overall project priorities and objectives.
You will independently plan, schedule and carry out major projects concerned with analysis and evaluation of programs or organizational effectiveness.
You will be responsible for formulating long-range program objectives and plans recommending new program initiatives to all divisions within the directorate and leads the development of proposals, procedures and tasks to accomplish command objectives
You will be responsible for the development and submission of the civilian personnel budget to higher echelon; civilian labor funding execution and financial management.
You will also be responsible for consolidation and submission of annual Manpower Program Objective Memorandum to higher echelon; Inform top management officials on Total Force initiatives or issues that have a major impact to policies and goals.
You will conduct program progress evaluations against plans and objectives and assists NAVSEA managers in identifying and resolving Total Force issues which may adversely impact achieving planned objectives.
You will manage the Business Operations office that executes Mission Support Budget (MSB) funds to support 30 corporate HQ organizations.
You will oversee Mission Support activities; command initiatives, human resources, civilian and military personnel support, IG requirements, public affairs, intelligence communications, facilities, legal, and comptroller and contracts functions.
You will demonstrate experience in DON Planning, programming, budgeting and execution (PPBE) cycle, with experience in Civilian Personnel and budget and manpower management.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning or executing resources to include financial management and execution in support of program operations.
