This is a staff position located in the Claims Adjudication and Reimbursement (CAR). This program analyst serves as a Health Systems Expert and data analyst responsible for monitoring a multitude of processes, programs, and projects. The analyst is in a management level position and serves as a member of the staff, which is responsible for the oversight, and development of efficient, and quality programs for Veterans Affairs beneficiaries.
Duties
Analyst will participate in extensive interaction with all VAOCC directorates.
Analyzing management information needs to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of data in meeting established organizational goals and objectives.
Identifies and analyzes data required for use in the management and direction of programs.
Serves as the primary point of contact between the Office of the Director and OI&T, identifying the needs of the department, prioritizing system fixes and enhancement requests, and representing the Senior Operations Specialist at automation requirement meetings.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule:6:00 am-4:30pm Monday- Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education s described below:
GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled.
To be creditable, this specialized experience must have been equivalent to the grade GS-07 level in Federal service to qualify at the grade GS-09.To be minimally qualified for this position at the GS-09 level, you must meet 3 of the 5 experiences listed below.
Specialized experience is:
1) Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
2) Knowledge of the theory and principles of project management techniques and principles including administrative practices and procedures common to organizations.
3) Ability to use qualitative and quantitative analytical techniques, such as program analysis, comparative analysis, trend analysis, random structured sampling.
4) Conducts interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures.
5) Participates in training geographically and organizationally diverse personnel in redesigned and/or enhanced health care electronic data interchange (EDI) transactions and related processes.

GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work?

GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Analyst position, which may be substituted to meet the experience requirements for GS-09 position?
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
GS-11 Specialized Experience/Combination: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcripts required)

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the Program Analyst, GS-0343-11. Examples of specialized experience include:
Prepare and provide briefings and presentations on programs and issues of interest.
Write and review a full range of correspondence/information to be provided to a variety of audiences.
Provide technical assistance to program staff on how to respond to programmatic inquiries.
Compile workload metrics
Interpret reporting requirements contained in bills and enacted legislation.
Prepare complex reports for senior department and OCLA management.
Assist management in interpretation and utilization of reports and congressional information provided.

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 36 semester hours of graduate level education that you earned).
Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify for a GS-11 position. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience equivalent to GS-9 (i.e. 50% of the required experience) would equal 100% of the required experience for the GS-11 position.
