You will serve as a SECURITY SPECIALIST for SPECIAL ACCESS PROGRAMS in the SPECIAL PROGRAMS DIVISION (N89) in the FLEET CAPABILITIES AND FORCE DEVELOPMENT DIRECTORATE (N8/N9) HEADQUARTERS of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as the Fleet Automated Information Systems Security Representative for special access programs.
You will develop and provide technical expertise to commands involving the population and data maintenance of complex authoritative databases necessary to support special access program security functions.
You will assist in providing training, assistance, and security oversight to subordinate commands accredited and authorized to conduct SAP operations.
You will provide guidance to headquarters and subordinate commands on personnel and physical security tasks required to enable the control, storage, dissemination, and destruction of highly classified, special access program documents and material.
You will act as the assistant SAP document control officer.
You will establish and maintain personal security clearance investigation records, initial eligibility determinations and computerized records concerning military, DoD civilians and contractor personnel authorized access to SAP information.
You will assist in the preparation of personnel access lists and enforcement of security requirements in support of highly classified conferences, meetings and briefings involving material and technology critical to national security and defense.
You will provide SAP security briefs/debriefs and security education and refresher training for command personnel authorized access to SAP information.
You will prepare security reports involving SAP information.
You will maintain manual and automated databases to support multiple security controls involving numerous special access program capabilities.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- A non-disclosure agreement must be signed and satisfactory polygraph examinations are required on a random basis. Loss of SCI and/or SAP access eligibility could result in dismissal.
- Occasional embarkation aboard U.S. Navy ships at sea.
- Medical screening is required for federal civilian employees prior to embarking on U.S. Navy vessels afloat.
Qualifications
To qualify for the SECURITY SPECIALIST, GS-0080-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience making sound recommendations to approving authorities based on Department of the Navy and Department of Defense guidance for personnel access to special access program (SAP) protected information and material.
Experience in managing SAP Facility security documentation, information system security, personnel security, information security records and databases.
Experience communicating clearly both in writing and orally and be able to provide security indoctrination briefings and training to senior personnel.
Experience assisting the Fleet Program Security Officer (PSO) with security compliance inspections of subordinate organizations.
Experience training and mentoring SAP security personnel at subordinate organizations on procedures, policy and processes.
Experience working with minimal supervision in a demanding, four-star staff environment requiring a self-starting candidate with confidence and capacity for growth.
To qualify for the SECURITY SPECIALIST, GS-0080-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing specialized personnel, physical, automated information systems security, and classified material control and accountability security functions unique to Sensitive Compartmented Information (SCI) and Navy, DoD, and Joint-service Special Access Programs (SAP).
Experience in effectively and decisively interpreting, communicating, and implementing complex security standards and protocols across all levels, both internal and external to the organization, in the conduct of sensitive and highly classified operations supporting critical national security objectives.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
A combination of experience and graduate education as described above that equates to one year of experience
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
