The primary purpose of this position is to exercise supervisory and managerial authorities within the Secretary of the Air Force, Security, Special Program Oversight, and Information Protection (SAF/AAZ) Directorate and serve as the advisor/expert on specialized security enterprise policy and security integration.

Duties

Develops, implements, sustains, and oversees the Air Force security enterprise for SAF/AAZ. Develops, implements, and oversees security policy for Air Force Information, Personnel and Industrial Security programs & Controlled Unclassified Information. Provides continuing advice to the Director SAF/AAZ and SAF/AA on studies and activities of interest regarding the above Information Protection programs. Oversees SAF/AAZ program managers for the above Information Protection programs.

  • Employee must be able to obtain and maintain a Top Secret security clearance based on SSBI and eligibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP)
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606
  • This position is subject to provisions of the DoD Priority Placement Program

  • Employee must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter
  • Employee may be required to take a counterintelligence scope polygraph examination, as required for Special Access Programs
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time
  • The employee may be required to work overtime
  • Superior Qualifications may or may not be considered
  • Incentive for Leave Accrual - A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of
  • determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty
  • This is a Supervisory position and may be subjected to a probationary period
  • This is a Centrally Managed Position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes : managing Air Force-wide effort to develop and implement SAP and 1P security policies and systems to ensure adequate defense against identified threats to highly classified and extremely sensitive Air Force SAP and collateral information. Serving as the Air Force's subject matter expert on the adequacy and effectiveness of SAP and IP policy governing sensitive activities and protection of Air Force's Special Access Required (SAR) technology, IP and operations worldwide. Planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of security concepts, principles, and practices to review, analyze, and resolve issues. 2. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs. 3. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. 4. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 5. Ability to plan, organize work, and meet deadlines. 6. Must possess exceptional writing and briefing skills. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
