The selected employee will work within Community Care, a large, complex, and very active administrative and clinical service providing support and oversight of both inpatient and outpatient services offered in the community through the facility's catchment area and often beyond. The hired employee will report to the Chief, Community Care.
Duties
The position is located at the Tuscaloosa VA Medical Center in Tuscaloosa, Alabama. The selected employee will work within Community Care, a large, complex, and very active administrative and clinical service providing support and oversight of both inpatient and outpatient services offered in the community through the facility's catchment area and often beyond. The hired employee will report to the Chief, Community Care.
The main duties consist of, but not limited to:
Responsible for analyzing and providing interpretations of workload and other data used in resource planning for management.
Provides recommendation and guidance to management, service chiefs and professional staff throughout the medical center.
Analyzes, evaluates, and develops recommendations on improving efficiency and effectiveness of organization, manpower utilization and management controls.
Analyzes data generated from a variety of sources (e.g., Corporate Data Warehouse, VistA, DSS, FDCS) to identify and report issues by provider, program, clinic, and service.
Utilize clinical, demographic, and administrative systems to develop information and data systems specific to Community Care coordination.
Provides information and analysis support to management and clinical service teams. Research and or analyzes problems, issues, and/or program requirements.
Determines pertinent issues and collects relevant information from a variety of sources.
Reviews information and applies standard analytical techniques.
Provides clinical and administrative teams with measurement consultation and support regarding custom data collection, analysis, and reporting.
Manages all workload capture systems assuring all visits, procedures, consultations, and other forms of workload are completed in the appropriate timeframes.
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Knowledge of data aggregation, statistical and data analysis.
Ability to present information in clear descriptive and/or inferential formats, meaningful to the audience, situation, or report.
Extensive knowledge of Veterans Integrated Systems Technology Architecture (VISTA).
Experience in the use of word processing, spreadsheets, database, graphics, and other applications and software programs for microcomputers are essential to the job.
Proven experience designing and managing projects using standard applications software.
Proficient with Microsoft Office PowerPoint, Microsoft Office Excel or other comparable spreadsheet software.
Ability to communicate a clear, logical, and concise explanation of information, both orally and in written format.
Experience refining information for comprehensive reports, addressing elements such as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity.
Skilled in word processing to compose written reports, correspondence, and other presentations.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
