Duties

As a Senior Housing Program Specialist, you will: Develop nationwide standards, procedures and guidelines to be used by field offices, Public Housing Authorities (PHAs), and resident organizations under the jurisdiction of PIH; and prepare regulations, handbooks, notices, guidebooks, reports and other documents with regard to administration of public housing and voucher programs for use by Headquarters, field offices and PHAs to ensure understanding and consistency with program requirements and goals. Initiate and conduct analytical studies of the various aspects of PIH programs for the purpose of evaluating the effectiveness of current policies and procedures in meeting program objectives, determining where problem areas exist; developing detailed recommendations to address areas of identified deficiencies in the administration of PIH programs; and initiating recommendations of immediate corrective actions when there is noncompliance with HUD requirements, state and or local laws, or formally adopted policies and procedures of the PHAs. Communicate knowledge of communication techniques and methods and verbal and writing skills sufficient to speak and write convincingly to audiences including outside agencies and private sector representatives with divergent and conflicting views on issues involved; communicate sound and authoritative recommendations; and negotiate and favorably resolve matters which may be sensitive and have important legal and possible financial implications. Master knowledge of the statutes, regulations, theories, dynamics and underlying issues of Public Housing and Section 8 programs; and housing industry practices sufficient to analyze highly complex and sensitive business and housing industry issues and policies; establish tracking systems that incorporate state-of-the-art principles of project management; and formulate innovative approaches and strategies to resolve conflicts and problems associated with the handling of housing programs and functions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year of specialized experience at level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service or equivalent. Specialized experience for this position is defined as working with the administration of the federal rental housing assistance program, the Housing Choice Voucher program. Examples of such experience may include: - Serving as a subject matter expert or authoritative source for the Housing Choice Voucher (HCV) programs in areas specific to income and rent; general occupancy to include program eligibility, waiting lists, leasing, and HAP contracts; project-based vouchers; housing quality standards, and Section 8 Management Assessment Program. - Experience analyzing issues related to the statutes, regulations, theories, and underlying issues of the HCV program and housing industry practices. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
