You will serve as a LEAD CONTRACT SPECIALIST in the Utilities and Energy Management Branch of NAVFAC NORTHWEST.

Duties

You will lead a team of Contract Specialists and provide a full range of contract specializations including acquisition planning, solicitation, negotiation, cost and price analysis, evaluation and award, and administration for various contract types. You will perform pre/post award functions relating to the planning,development, advertisement, award, administration and close out of contracts for the procurement of supplies, services, and construction. You wil be responsible for assisting in preparing/reviewing solicitations, conducting pre-proposal conferences, responding to pre-bid/pre-proposal inquiries, and evaluating contractor price/cost proposals. You will perform or direct in-depth evaluation of the financial and technical capabilities or the performance of potential contractors. You will perform a variety of computations relative to item costs, specification requirements, delivery charges, and transportation costs. You will assist with negotiating changes in price(s), terms and conditions, wage adjustments, overhead rate agreements due to contract specification, changed site condition(s), etc.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Work may require infrequent visits to industrial work sites requiring walking, stooping, bending, crawling, and climbing high ladders and carrying light items such as reports, files, lap top computer, or driving an automobile.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as an authority on the acceptability and applicability of contractual matters and actions; 4) Providing advice, training, guidance, and interpretation for a team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
