The position is located at the Robley Rex Department of Veterans Affairs Medical Center in Louisville KY. The incumbent serves as the Program Analyst for the Human Research Protection Program (HRPP) and the Program Administrator for the Human Studies Subcommittee (IRB) of the Robley Rex VAMC's Medical Research & Development (R&D) Program.

Duties

Major duties and responsibilities include but are not limited to: Develop reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle associated with the Human Research Protection Program (HPRR). Incumbent monitors a large volume of intake documents against quality program indicators to prevent erroneous transactions and ineffective work practices and verify adherence to AAHRPP accreditation requirements. Recommends approach to senior staff. Accurately Records and transcribes all committee meeting actions. Assists with special projects as requires. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Knowledgeable of Medical Center operations, policies, and procedures, as well as VA regulations, and program guidelines; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Assisting with performing analytical and evaluative work that includes extracting, compiling, researching and/or tracking and reporting of data and program information; Utilizing computers and applicable databases/software for statistical purposes; and managing information systems; Preparing and presenting reports for management; Identify areas of weakness in the program through analysis of the monthly findings and create training to educate all research staff on findings and solutions to reduce the number of findings. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior academic achievement that is directly related to the position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Specialized experience is defined as: Knowledgeable of Medical Center operations, policies, and procedures, as well as VA regulations, and program guidelines; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Performing analytical and evaluative work that includes extracting, compiling, researching and/or tracking and reporting of data and program information; Utilizing computers and applicable databases/software for statistical purposes; and managing information systems; Preparing and presenting reports for management; Knowledge of accounting, budgeting and statistical principles to use in administering a wide variety of budgetary accounts and transfer of funds; Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results; Utilizing a variety of software such as Microsoft Word, Microsoft Excel, QI Macros, Access, among other VA related software in order to compile and process data collected and produce reports in useful reporting formats. OR Education: Applicants may substitute education for the experience required for the GS-09 level. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B, or J.D., if related. Education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
