About the Position: Serves as a technical advisor and consultant to the Deputy District Engineer, the Chief of the Planning, Programs & Project Management Division (P3MD) Branch, the Chief of the Programs and Project Management Section, and other division and branch chiefs on all programming and budgeting aspects of civil works planning, design, construction and operation and maintenance.
Duties
Provides professional advice and guidance to District elements and office staff on the overall development of current and long-range Civil Works programs.
Assists in preparation for Congressional testimony, Congressional visits, and coordinates responses to questions for the record from Subcommittees on Energy and Water Development.
Serves as the Section lead for addressing and tracking data calls and responses from LRD, HQUSACE, and others to ensure accurate and timely responses. Provides mentorship to lower graded Program Managers and Program Analysts within the Section.
Provides advice to the Chief of Programs and Project Management Section, Chief of P3MD Branch, and the Deputy District Engineer for Project Management on the overall District Civil Works program and program management issues.
Keeps District employees informed of rules, regulations, and policies affecting their work and renders decisions in their interpretation.
Assists Section Chief in formulating near-term and long-range plans, schedules, and budgets for the management and direction of all activities of the Section.
Correlates and analyzes Civil Works funds, work and work schedules, and contracting levels to evaluate the workload requirements by function and organization.
Develops, in coordination with other functional elements, civilian force configuration data compromising manpower requirements compatible with the President budget request and/or Congressional appropriations and approved work schedules.
Provides technical support on a wide variety of civil works projects to include mentoring, peer review and guidance, quality control and overall project coordination in the area of technical expertise.
Assists the Section Chief in planning and scheduling work to ensure timely flow and adherence to schedules and priorities. Provides authoritative advice and guidance to key staff within the District.

Specialized Experience: One year of specialized experience which includes organizational planning and development including analyzing workload to workforce issues; assisting in initiatives to improve project management business processes and systems; and ensuring effective use of automated information systems in organizational program and project management processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
