This position is located in the Healthcare Technology Management (HTM) department at the Robley Rex VA Medical Center in Louisville, KY. The Program Analyst uses extensive knowledge and understanding of management principles, practices, methods, and techniques to provide a variety of administrative services essential to the operation of the HTM Department and its team.

Duties

Major duties and responsibilities include but are not limited to: Incumbent serves as principal member of the HTM staff providing essential administrative support and coordinating the HTM device program with other services within the Robley Rex VA Medical Center (RRVAMC) and Executive Leadership. The incumbent is responsible for assisting with analysis and approval of daily expenditures, as well as assisting with department budget formulation. The incumbent may have full, direct, and delegated responsibility and authority to act for HTM Department in all administrative matters relating to the service that do not require a professional or technical decision. Workload analysis will be used to aid the incumbent in assigning work to the staff in the form of work orders and Preventative Maintenance. The incumbent is given authority to assign work autonomously. Reports noncompliance or inadequate work methods to management with recommendations for correction. Monitors documentation of these systems for timeliness, adequacy, and effectiveness. Incumbent serves as primary liaison with the Human Resources Management Office. The incumbent serves as the Service Training Liaison, coordinating training to be offered by HTM Department with the Education Service and Human Resource Management Service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience for a GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Knowledgeable of Medical Center operations, policies, and procedures, as well as VA regulations, and program guidelines; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Performing analytical and evaluative work that includes extracting, compiling, researching and/or tracking and reporting of data and program information; Utilizing computers and applicable databases/software for statistical purposes; and managing information systems; Preparing and presenting reports for management; Knowledge of accounting, budgeting and statistical principles to use in administering a wide variety of budgetary accounts and transfer of funds; Possess a working knowledge of the Federal Acquisitions System {FAR); Utilizing a variety of software such as Microsoft Word, Microsoft Excel, QI Macros, Access, among other VA related software in order to compile and process data collected and produce reports in useful reporting formats. OR Education: Applicants may substitute education for the experience required for the GS-09 level. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B, or J.D., if related. Education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Administration and ManagementCustomer Service (Clerical/Technical)Financial SystemsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required..
