Job opening: IT PROJECT MANAGER (SYSANALYSIS)

Salary: $112 015 - 172 075 per year
Employment Type: Full-time
The position is located in the Office of Information Technology (OIT), Court Services, and Offender Supervision Agency (CSOSA) for the District of Columbia. OIT is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions of OIT include the development, delivery, and management of a wide range of information products and services, including applications, networking, and telecommunications technologies.

Duties

IT Project Planning and Management Plans and develops objectives and milestones for long-range IT projects that involve substantive, mission-oriented programs, such as projects implementing enterprise-level applications and/or changes to IT infrastructure to meet an agency's modified business processes. Conducts analyses, develops project goals, objectives, and strategies, as well as other strategic, tactical, and business planning activities. Manages IT projects with high complexity or risk, such as agency-wide system integrations that include large-scale enterprise resource planning. Develops and implements project management procedures, tools, templates, activities, and infrastructure. Evaluates client information systems needs to define the project scope, requirements, and deliverables. Designs cost-benefit studies to implement projects with the most efficient use of human capital and material resources at the lowest cost. Integrates configuration management, information technology architecture, infrastructure design, and systems integration aspects into overall IT project plans. Identifies standards for change management and controls the change process by reviewing configuration change requests. Designs and oversees systems testing procedures and functions. Develops information systems security plans and procedures. IT Systems Analysis Serves as a recognized technical authority for new or enhanced information systems software. Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvements. Participates in the development of operational plans. Assists in planning, directing, and coordinating the implementation and execution of approved policies, programs, and services related to Information technology (IT) systems. Oversees or coordinates the preparation of testing and implementation plans. Prepares programming specifications for implementation by computer programmers. Develops test plans and scripts. Coordinates the common use of core software across multiple platforms and troubleshooting procedures for related applications. Prepares strategies for recovery in the event of systems failure. Develops recovery methodology for the systems in coordination with the overall agency or department disaster recovery plan. Develops systems modifications to aid in recovery, which includes determining the cause of failure, documenting methods for preventing future problems, fixing software, and restoring files. Recommends automation approaches that lead to improvements in CSOSA's systems design and development process and the delivery of high-quality information systems that support achievement of core agency mission requirements. Managing, coordinating, and performing a variety of information systems analytical and development activities including requirements gathering; object oriented (00) design and analysis; new technology evaluation; database design; and system testing, installation, and administration. Lead major technology initiatives, presenting the most complex information to members of various disciplines to coordinate business operations. Provide authoritative analysis and guidance in developing solutions for problems associated with agency-wide technology programs. Analyze and reconcile conflicts between agency objectives and technology requirements. Solve difficult and unique problems requiring novel approaches to implement problem-solving strategies. Prepare strategies for recovery in the event of systems failure.

Specialized Experience for this position is defined as (you must meet all the standards listed below): IT PROJECT MANAGEMENT Project management experience planning, initiating, and managing major or large-scale information technology (IT) projects for a large corporation, company, business, organization, or agency. Managing an IT Project throughout the entire life-cycle from beginning to its completion. Experience leading and guiding the work of an IT technical staff (to include outsourcing to contractors) in IT-related projects. Experience developing long-range IT project milestones for implementation of enterprise-level changes to IT software (and hardware) systems. Serves as liaison between business (to include stakeholders) and the technical aspects of IT-projects. Extensive experience planning and implementing IT-related projects through each stage of the project from beginning to the end which includes budgeting, project scope, work-breakdowns, organizing key project events, milestones, and assess business implications for each stage. Monitoring the progress of IT projects to assure deadlines, standards, and cost targets are met. Experience effectively planning and managing an IT network security to include the cyber-security framework for a large company, organization, or agency. Demonstrative knowledge and understanding of IT Enterprise Architecture (EA) and IT Infrastructure Design and how they work together in creating Enterprise Architectural Planning (EAP) strategies. IT SYSTEMS ANALYST Demonstrative knowledge to include experience in IT Infrastructure Design which includes the architecture and typology of software, hardware, Cloud-based data warehousing, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. Enterprise Architecture - The principles, concepts, and methods to align Information Technology (IT) strategy, plans, and systems to the goals, objectives, and processes of a business or organization. Information Technology Architecture - Architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems. Configuration Management - The principles and methods for planning or managing the implementation, update, or integration of information systems components. System Integration - The process of connecting different IT systems or components to work as one. Infrastructure Design - The architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. Information Systems/Network Security - Designing, upgrading, and maintaining, and building the security structures within an organization's IT system. Systems Life Cycle - Systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
