About the Position: Serves as expert concerning the safety of levees and flood control structures within the boundaries of the District. This position will be located in St. Louis, MO and will allow for telework. This position is NOT eligible for full-time telework.

Duties

Represent the District as the Levee Safety Program Manager and point of contact for Federal, state, and local government agencies and the general public. Provide expert technical guidance and assistance in all aspects of levee safety. Provide expert technical assistance to officials from the states of Missouri and Illinois as well as city and county governmental organizations concerning nonfederal levee safety situations/problems. Collaborate with a variety of District professional engineering specialists and managers in the development and coordination of the District Levee Safety Program. Establish programs of inspection schedules and coordinates the collection of data from engineering measurement devices installed at each of the levees and water control structures to monitor the behavior of the structures. Technically review all design memorandums, plans and specifications, and cost estimates for proposed construction on the major flood controls levees in the District to ensure that all activities are in accordance with levee safety considerations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires Professional Registration/Licensure as Professional Engineer (PE), Registered Geologist, or Registered Architect by any State, the District of Columbia, Guam, or Puerto Rico. (Please upload a copy of your license with your application.)

Basic Requirement for General Engineer, Civil Engineer, Mechanical Engineer, Electrical Engineer 0800 series Basic Requirement for Architect 0808 series Basic Requirement for Physical Scientist 1301 series Basic Requirement for Geologist 1350 series Minimum Qualifications for GS-13: Specialized Experience: One year of specialized experience which includes describing the condition, deficiencies, and/or recommended remedial measures for civil works structures; coordinating a variety of reports related to periodic inspections, routine inspections, levee screenings, and/or special inspections for civil works projects; and building and/or maintaining effective working relationships with both internal and/or external organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Civil EngineeringCivil Engineering SpecialtyTechnical CompetenceTechnical Problem Solving Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
