Duties

This Program Analyst position is located in Policy, Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies in the international aviation security assistance process. Continuous review of periodic progress reports, special reports, correspondence, etc., from other government agencies functional teams and higher-level officials. Reviews, analyzes, and evaluates the systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered. Develops systems for tracking, compiling and analyzing statistical and narrative data from a variety of sources to monitor the effects of international capacity development and assistance and international programs. Interprets data, work, plans, and methods and techniques used; measures program progress and success via various statistical methods against established metrics, to include risk and mitigating vulnerabilities. Data and analysis are used for variety of purposes to support decision-making and future proposal development and funding; work products include forms, memos, reports, charts, graphs, presentations, and narrative information from a wide range of data sources. Plans, budgets, executes and evaluates activities for a variety of programs in terms of major funding, to include identifying aviation security assistance funding opportunities. Establishes procedures for compiling, consolidating, reviewing, analyzing, tracking and editing the program and its effect on foreign engagement and international engagement, budgets, and related documentation necessary to develop plans covering Transportation Security Administration (TSA) requirements, while collaborating with TSA and USG stakeholders. Reviews laws, international regulations and national, DHS, and TSA policies to assess, evaluate, and advise on adoption of sustainable practices for assigned programs and projects. Analyzes and interprets policy guidance and assists managers and employees from across TSA in applying guidance to program operations, consistent with underlying statutory or higher authority directives.

Specialized Experience Statement: To qualify for the SV-H pay band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Such Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing assistance on program and/or project management related activities; and Gathering information to prepare presentations, reports and/or briefing documents; and Providing advice on international transportation security laws, regulation or policies. Specialized Experience Statement: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Conducting analyses involving international programs, plans, and initiatives; and Establishing metrics to monitor, track, and analyze program operations; and Providing technical advice on international transportation security laws, regulation or policies. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
