This position is located in the U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of General Services in Washington, DC.
The incumbent organizes, coordinates and manages the flow of information, services, administrative programs and facilities-related activities.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Coordinates with agency business partners to develop and submit required input for the annual facilities plan to include maintenance, repair, and improvement.
Responds to various space/facility problems and issues.
Provides guidance and assists the contractors in resolving these problems and issues in order to increase the level of customer satisfaction.
Provides expert knowledge of facilities, space, and operations activities.
Researches and compiles necessary data for evaluation of administrative or management operations.
Coordinates and represents the agency at various meetings and conferences relating to space and facilities, and serves as the primary contact.
Interprets regulations and policies to maintain continuity of operations
Coordinates with agency business partners to develop and submit required input for the annual facilities plan to include maintenance, repair, and improvement.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience with space and building management control, policies and regulations;
Organize, coordinate and manage flow of information, administrative services and related activities and
Ability to effectively gather, assemble and analyze facts, draw conclusions and devise solutions in response to inquires.
OR at least two full years of graduate level education in a field of study directly related to the work of this position.
OR Masters degree OR LL.B. OR J.D.in a field of study directly related to the work of this position. Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience in analyzing, investigating, and resolving complex, unique, and sensitive problems and issues and recommend guidance;
Use of a variety of software programs such as AutoCad to carry out daily responsibilities;
Experience in building operational requirements sufficient to promote occupant welfare, safety and productivity;
Experience with building safety and security practices and procedures and proficient in space design and facilities management.
OR A Ph.D. or equivalent doctoral degree in a field related to the work of this position.
OR Three full years of progressively higher level graduate education leading to such a degree in a field related to the work of this position or LL.M., if related. Equivalent combinations of education and experience are qualifying for this grade level.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
