The incumbent is a Health System Specialist for the Charlie Norwood VA Medical Center (CNVAMC) within the Office of the Chief of Staff. The incumbent is responsible for analyzing, evaluating, and advising Chief of Staff leadership on all business and health operational data pertinent to the delivery of healthcare services for the purpose of optimizing patient quality, customer service, efficiencies, productivity, resource utilization and information management.
Duties
Using specialized knowledge and skills pertaining to data retrieval, report building, the incumbent is responsible for the identification of information needed to manage critical aspects of field operations and design and development of information, analytical studies, and data templates.
Working under broadly delegated authority, the incumbent takes action to develop or modify objectives and boundaries of assignments as indicated and plays a critical and influential role in organizational performance and excellence.
This includes extracting data from VA's corporate data systems and/or developing database applications, surveys, or other tools to collect required information and update reports.
The collection of this information and data supports the scope of services provided and includes preparation for external agency surveys, VISN meetings and other site visits.
This requires in-depth knowledge of VHA operations, national databases, applications development, data mining and analytical techniques.
The incumbent functions as a member of the Office of the Chief of Staff team and will develop and utilize databases to create a central repository for information that can be accessed by leadership and shared throughout the medical center.
Consistently looks for ways to make healthcare operation activities more streamlined, efficient, and cost effective within establishes guidelines that directly impacts on the timeliness and quality of patient care delivery.
Performs analysis of clinical service operations and healthcare delivery to identify trends, irregularities, draw conclusions, and make recommendations.
The trending of mined data can lead to the identification of clinical problems and resolutions that improve medical center performance metrics.
This includes trying to consolidate like efforts on projects and resourcing into one rather than creating multiple similar efforts.
Researches, investigates, and conducts comprehensive data studies related to the effective and efficient delivery of healthcare service and new clinical program development.
Formulates the project methodology, identifying the operational and analytical techniques for accomplishment of project objectives.
Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process.
Participates in the development of and monitors performance metrics used in evaluating the line program management.
Gathers, consolidates, and incorporates best practices of performance metrics and makes recommendations to enhance and improve the effectiveness of program management policy, standards, and review.
The incumbent analyzes, evaluates, and advises management on the effectiveness and efficiency of resource utilization, information management, and clinical outcome activities through the development of facility Dashboard Reports.
Assignments require analysis of interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs of the medical center.

Qualifications
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: research administration, collaboration with stakeholder, project management and policy interpretation (This experience must be well documented in your resume).
Preferred Experience: Have at least 4 years of work experience within a hospital setting with verifiable experience that reflects work as an Administrative Officer or Health System Specialist.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or deadlines and to devise corrective actions and solutions. Work is performed in a normal office setting. The incumbent may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environment changes.
