Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of the Director, Office of Regulations.
The incumbent will serve as a rulemaking team subject matter expert on BOEM's regulatory processes and obligations. The incumbent will research, analyze, and support information collections and regulation development related to managing the development of U.S. Outer Continental Shelf (OCS) conventional and renewable energy and mineral resources in an environmentally and economically responsible way.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Supports or co-leads the planning, analysis, development, and promulgation of BOEM regulations, external guidance and directives, and information collections, both independently and in consultation with subject matter experts, counsel, and senior members of the Office of Regulations.
2. Supports the development of decision-making information and policy options recommendations.
3. Provides effective and timely information and updates. Identifies issues, proposes solutions, ensures consistency, and promotes cooperative working relationships.
4. Contributes to the planning and preparation of the BOEM regulatory agenda.
5. Supports the review, interpretation, and analysis of impacts to BOEM of Federal, State, and other entities' proposed, final, and existing policies, regulations, guidance, agreements, executive and Secretary's Orders, and legislation, as appropriate.
6. Identifies, analyzes, and secures new and existing information collections and renewals in conformance with Paperwork Reduction Act (PRA) requirements, Office of Management and Budget (OMB) guidance, and BOEM and Department of the Interior (DOI) processes.
7. Facilitates and coordinates rulemaking workgroup meetings.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a set number of days per pay period subject to supervisory approval.
Salary Information:
GS-12: Sterling, VA & Washington, D.C. duty locations: ($94,199 - $122,459) per annum.
The salary range will change for this announcement as a result of the cost of living adjustments that will be enacted in January, 2024. If selected for this position, your updated salary will appear in your offer letter.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience Requirements: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Supporting or leading research, analysis, interpretation, and preparation of guidance documents, regulatory actions, and/or legal documents.
2. Communicating with internal and external stakeholders on regulatory or policy matters.
3. Processing and evaluating public comments and drafting response to comments materials.
