This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP ServicesCenter for Medicaid and CHIP Services (CMCS), Data and Systems Group (DSG).
As a Supervisory Health Insurance Specialist (Deputy), GS-0107-14, you will serve as the Deputy Director providing technical expertise and advise on critical information on policies and processes for MACBIS program.
Duties
Support the Division Director with managing the design, development, implementation, of an enterprise-wide Medicaid and CHIP data analytics suite of products in coordination with DSG divisions.
Engage and collaborates in data work across the Agency to increase Medicaid and CHIP data use in support of improving beneficiary health outcomes.
Responsible for dealing with officials from other work units and for providing advice to managers at higher levels in the organization.
Cultivate long-term relationships with CMS partners by understanding their needs and constraints, delivering excellent products, and challenging them to think differently to deliver the greatest impact for the users of DBDA products and services.
Identify new techniques or procedures to improve operations and establishes standards and controls to ensure the mission of the organization is met.
Plan, organize, and assign program/functional areas to subordinate staff, establishes overall internal policies, procedures, objectives, and priorities.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical direction and oversight to a team responsible for the design, development, and implementation of an enterprise-wide Medicaid and CHIP (or equivalent health care operation) data analytic suite of products and support services delivering measurable value to the data user community served; 2) Leading the coordination of research, work products, visualizations, and budget activities for data analytic teams who provide statistical, data analytic, and business intelligence support; 3) Providing technical direction and oversight to ensure the accuracy, consistency, timeliness and meaningfulness of data analysis, visualizations and dashboards. Ensure goals are met and resources are used to effectively deliver business value; AND 4) Preparing written documents for diverse audiences; e.g., end users, financial staff, senior leadership, and other non-technical audiences.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
