You will serve as a MANAGEMENT ANALYST in the OFFICE OF THE COMMANDER, CHIEF OF STAFF of NAVAL INFORMATION FORCES.
Duties
You will be required to have an extensive body of knowledge of civilian and Human Resources rules, procedures and operations.
You will be required to communicate effectively with managers and employees; explaining policies, providing advice and resolving problems and to present information in various formats.
You will use interpret regulations to resolve conflicts that arise in processes and procedures.
You will contribute to the improvement of productivity, effectiveness, and efficiency in program operations and/or geographical locations within the organization.
You will be responsible for manning, training, and equipping all forces afloat and ashore across the Navy.
You will provide recruitment and staffing services to Navy Information Forces.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- This position may require occasional evening and weekend work.
- This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing automated human resources and manpower management information.
Experience utilizing a wide range of Human Resources Management and recruitment and staffing theories, concepts, practices, laws, polices, rules, regulations, precedents, and procedures to perform a variety of assignments.
Experience planning and submitting civilian personnel actions in support of the command civilian workforce.
Experience utilizing the Defense Civilian Personnel Data System (DCPDS) to submit and track required personnel actions.
Experience initiating, processing, and tracking a full range of Request for Personnel Actions (RPAs).
Experience training new users in the use of Defense Civilian Personnel Data System (DCPDS).
Experience utilizing automated human resources and manpower management information systems such as Defense Civilian Personnel Data System (DCPDS) and Performance Appraisal Application (PAA) Tool.
Experience communicating effectively with managers and employees to explain policies and procedures.
For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Education
For GS-12:
There are no educational substitutions for specialized experience.
For GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
