The Albany Healthcare System is seeking a Program Specialist. The position perform functions that include administrative management, human resources management, budget and contract management, office support services, improvements studies, and a variety of related administrative matters. This position provides administrative duties to the Medical Imaging, Pathology and Laboratory Medicine, and Physical Medicine and Rehab Service.
Duties
Major Program Specialist duties include, but not limited too:
Provides overall administrative management of MIS, PLMS and PM&RS. Provides direct support to the Service Chief to include analyzing, evaluating, advising, and coordinating systems and operations with designated sections.
The incumbent along with the Administrative Officer of MIS, PLMS and PM&RS manages and provides specific
program and administrative support functions for these Services. Incumbent works with all levels of
management and professional staff daily.

The incumbent manages incoming residents, interacts with the Education Office, tracks
resident schedules, maintains resident timecards, coordinates onboarding, and works with preceptors to ensure the program is properly managed.
Incumbent operates under a broad delegation of authority with independence of action to perform
administrative oversight of MIS, PLMS and PM&RS.
The incumbent is a highly visible member of the healthcare team and works with all levels of management and
professional staff daily, participating in discussions regarding policy issues, resource allocation, system problems and coordination of services. Incumbent may be called upon to investigate and report on special assignments and projects.
Incumbent is responsible for data collection for financial reports required by the Network and Headquarters.
Incumbent conducts program studies to evaluate the cost effectiveness of operation, compliance with JCAHO
and agency standards and the quality of patient care rendered within the clinic.
The incumbent performs and oversees the full ranges of human resources requirements. The Incumbent acts as the liaison with the Human Resources office concerning personnel-related matter.
Interprets administrative policies, develops, and implements local policies, defines administrative requirements,
and provides advice on requirements, maintains administrative systems, and prepares administrative
documents.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Program Specialist, GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Proficient with administrative management, ability to interpret, develop and implement local and administrative policies, human resources office concerning personnel-related matters experience, skilled with analyzing, evaluating, advising, and coordinating multiples systems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and
papers; some walking, standing, and bending. No special physical qualifications are required.
