The position is located in the Department of Veterans Affairs, Albany Stratton VA Medical Center. The Supervisory Program Specialist, performs a variety of supervisory, administrative, and training tasks with specific oversight of Simulation Technologists/ Technicians and integration and planning of simulation exercises in conjunction with all levels of clinical staff within the organization.
Duties
Major duties includes but is not limited to:
Supervisory Duties
Directs and manages Albany Stratton VAMC's simulation technology support for the National Simulation Learning, Education and Research Network Center (SimLEARN) program, and the VHA National Simulation Center, National Simulation Network. Follow established program methods, approaches, and technologies (especially related to simulation training, education, and research) and/or recommend the revision or adaptation of existing methodologies to new and unusual situations.
Directly manages the Training Specialist/Simulation Technologist (TS/ST). Manage facility documentation and requirements necessary for maintaining simulation center accreditation.
Oversees coordination of simulation educational program/project activities such as meetings, conferences, and information gathering.
Direct the creation of Moulage for standardized patients and mannequins (high fidelity simulators and task trainers).
Simulation Program Manager
Acts as a Liaison with national I-LEAD as relating to SimLEARN, SLICE, national simulation standards and certification and accreditation standards.
Advises the executive team and executes actions approved by leadership to resolve policy, program and project issues associated with simulation programs.
Serve as a resource in developing simulation centers, programs, and projects.
Collaborate with clinical content experts to create scripts for clinical cases into a standardized Sim LEARN format to enable other Simulation Specialists, Simulation Technicians, instructor faculty, and Subject Matter Experts (SMEs) within VISN 2 to consistently reproduce each case.
Program Evaluation & Consultation:
Develops and implements methods for measuring effectiveness of simulation services, utilizing outcome evaluations to improve simulation creation.
Responsible for identifying and/or creating Performance Measures and Monitors and associated benchmarks. Regular reporting to be provided to leadership through local committee structure.
Educating the facility and community on VA simulation services and benefits, increasing enrollment, and improving patient care coordination.
Developing and maintaining effective partnerships throughout the facility, VISN, VHA and national and local affiliates to promote
simulation utilization for creating better patient outcomes through standardized simulation practices, i.e., participation in NTSP.
Budget/Fiscal
Manages annual budget formulation and execution for a changing budget.
Acts as a Contracting Officer Representative (COR) for the simulation program for service contracts. Prepares procurement requests, evaluates proposals for work, and serves as COR for procurement and a variety of contracts, while also maintaining procurement and contracting records.
Assists with the negotiation of simulation business agreements and contracts involving sums that may be in excess of $1 million dollars.
Represents Learning and Development, simulation program, and the facility with respect to contract changes, adjustments, or settlements and assists with the resolution of contractor claims, delays, or suspension of work.
Inventory Management
Conducts short, mid, and long-term advanced planning for new and replacement assets, utilizing enterprise wide. Computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions.
Manages and controls all inventory transactions for medical equipment and supply requests and transactions.
Course Content Development & Instruction
In support of Healthcare Trainees including residents, and nursing students the SPM designs simulation learning experiences to support clinical education.
Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements. This evaluative methodology and analysis will impact facility strategic planning and further iterations of educational offerings.
Measures training validity outcomes including comprehension and testing to determine effectiveness and efficiency of developed training using accepted pre brief and post brief methodology.
Work Schedule: Monday - Friday 8:00am - 4:30pm, with off tours

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive and thorough knowledge of an extensive body of rules, procedures and/or operations in training development to perform a wide variety of complex interrelated tasks. Knowledge of facility and Department of Learning and Development (DLD) objectives, policies, procedures, and pertinent information effecting the DLD or program training activity to have oversight of program training development and Simulation Lab operations. Knowledge of agency organizational structure, management policies, procedures, and practices. Knowledge and skill in understanding of national, VISN, facility and local mandates and reporting methods and procedures to meet VISN and facility wide training objectives and mandates and apply training development principles and techniques in a specialized area (e.g., course materials, instructional methods, and compliance with Section 508 guidelines).

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. They may need to reposition high fidelity simulators which weigh over 50 pounds. Fieldwork may involve traveling to meetings and sources of information.
