This position is within the Strategic Program Management Office (SPMO). The office provides strategic project management and enables customer experience for enhanced delivery of services to Veterans. The Supervisory Program Analyst reports to the Assistant Director and serves as the supervisor of their respective operational unit. The Supervisory Program Analyst facilitates the development of key capabilities within SPMO by enabling staff to develop competencies.

Duties

Specific duties include: The Supervisory Program Analyst provides administrative and direct supervision to a staff of analysts and oversees the daily operation of the unit; ensures agency policies and priorities are being followed; develops performance standards; and evaluates day-to-day work performance of subordinates. Gives advice and instruction to employees on both work and administrative matters. Hears, mediates, and resolves minor complaints from employees; anticipates and takes steps to prevent counter-productive confrontations; manages and resolves conflicts and disagreements in a constructive manner; refers group grievances and more serious unresolved complaints to the Assistant Director; effects minor disciplinary measures such as warnings and reprimands; and recommends action in more serious cases. Performs personnel tasks including creating performance plans and development plans, processing leave requests and timesheets, and conducting monthly progress reviews. Enables performance management and professional development of employees by facilitating the creation of robust performance plans. Helps employees perform and contribute to SPMO and VBA mission by providing ongoing feedback and by providing opportunities to learn and improve through formal and informal methods. Coordinates goals, priorities, staff resources, productivity, quality, and general activities with higher-level management. Ensures application of appropriate problem-solving methods and techniques. Provides guidance and makes decisions on work methods, protocols, and procedures. Assesses resource and workload issues and promptly identifies issues requiring outside intervention. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Holds self and analysts accountable for measurable high-quality, timely, and efficient results as seen through project outcomes. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Carries out Equal Employment Opportunity policies and program activities. The Supervisory Program Analyst serves as their operational unit's functional point of contact for the day-to-day activities. Oversees analytical and evaluative work associated with a wide array of SPMO program activities. This includes development, analysis, evaluation, and providing recommendations based on complex data to improve the effectiveness of work methods and procedures, organization, resource utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management. The Supervisory Program Analyst oversees the work of the program analysts reporting to them. Supports organizational objectives by providing technical guidance on projects to enable success. Understands and provides technical guidance on principles, procedures, and requirements of employees' work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/05/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: One year of specialized experience at the next lower grade level GS-13 Specialized Experience: Extensive experience understanding and identifying areas within a given workload that need to improve in efficiency; developing and implementing a process for automating records of the management policies to support various reporting processes; monitoring and auditing the quality of data to identify, evaluate and implement services and tools from external sources to support validation of data and cleansing; working with both internal and external clients to adequately understand data content. Demonstrated experience in creating dashboards, graphs and visualizations on data; preparing reports for both internal and external audiences using various business analytics reporting tools and ability to design, conduct and analyze survey data. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Position is sedentary.
