You will serve as a MANAGEMENT AND PROGRAM ANALYST of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will assist with contracts and acquisition management for the Command Portfolio. You will participate in working groups to determine acquisition requirements and plan phases, milestones, and final project reviews. You will provide customer support to help define work scope, performance, and strategies for contract deliverables. You will conduct analytical studies, cost benefit analyses, and cost estimates for acquisition procedures.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-12 Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing a variety of contract management duties to include defining work scope, requirements, deliverables, creating acquisition plans, or performance assessment reports; 2) Providing guidance regarding contract management in accordance with technical material, rules, regulations, and instructions; 3) Organizing and maintaining files with attention to detail; 4) Applying proficient written and communication skills to clearly and effectively articulate information; and 5) Conducting analytical studies regarding cost benefits, cost estimates, and efficient procurement practices. GS-11 Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the management of contract activities, resources, and requirements; 2) Gathering, organizing, and maintaining information or information management systems; 3) Interpreting technical material, rules, regulations, and instructions to apply guidance to specific situations; and 4) Applying proficient written and communication skills to clearly and effectively articulate information. Education

Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
