This position is located in Field Operations Directorate, Office of Field Operations, District 23. As a Management and Program Analyst, you will coordinate financial resources to ensure the most efficient and effective distribution and utilization of Regional/District resources. You will perform various duties in the planning, programming, execution and monitoring of budgets. .

Duties

Provides analysis to inform coordination and prioritization of financial resources to ensure the most efficient and effective distribution and utilization of District resources. Plans, reviews, manages, and monitors operational activities and requirements within allocated budget levels, including general expenses, overtime, and awards. Develops and maintains systems of accountability and control over financial activities. Prepares recurring, special, and onetime budget reports, including those showing budget allocation and expenditure trends. Independently develops detailed budget reports, including presentations, graphs, and charts utilized in budget reviews and briefs Gathers data, analyzes findings, draws conclusions, recommends alternative courses of action, plans, tracks expenditures, and conducts midyear and annual operating plan reviews for the District. Uses a data management approach to analyze financial and operational data through statistical and qualitative methodologies, focused on budget analysis and long-range planning. Provides long-range analysis of the effects of budgetary actions.

This position is with the United States Citizenship and Immigrations Services located in the Field Operations Directorate located in District S23 in sunny Tampa, Fl. Although we are a small office, we take pride in supporting the USCIS mission and the Tampa, Fl community. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/04/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/04/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Reviewing, analyzing, and consolidating budget estimates, justification statements and budget plans submitted by agency sub-components; Analyzing, interpreting and applying complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance in support of the OMB and Congressional budget submissions; Demonstrating advanced knowledge of federal budget processes, policies, and regulations to assure that estimates, and submissions conform to requirements, guidelines, and financial objectives; Preparing responses to information and data requests from Congress, the OMB, or department/agency.
