This position located in the Department of Health and Human Services, Office of the Chief Information Officer, headquartered in Washington, District of Columbia.
Duties
As an Information Technology Specialist, you will use your knowledge of and experience with the Office of the Chief Information Officer to optimize business results and customer experience by:
Planning, organizing, and analyzing the performance, efficiency, and effectiveness of substantive HHS IT and data projects and program activities.
Providing support to senior management on strategic initiatives.
Contributing in performing analysis and review of work products in the area of strategic planning, IT policy analysis and review, data research, collection, analysis and storage, project management, business process improvement, and systems performance measurement.
May assist in developing business cases and capital investment plans, including establishing IT performance metrics and anticipating total cost of ownership aligned to strategic goals and objectives prioritizing projects as appropriate, in response to changes in business requirements.
May prepare formal presentations to approving authorities with recommendations.

WHAT WE ARE LOOKING FOR
Qualification Requirements:
Must have IT-related experience demonstrating EACH of the following four competencies:
Attention to Detail - being thorough when carrying out vital tasks in application software projects and other IT business functions;
Customer Service - providing professional support, technical assistance when working with internal and external stakeholders;
Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information;
Problem Solving -using sound judgement when analyzing the nature and scope of problems.
For GS-09:
A. Must have one year specialized experience, equivalent to at least the GS-7 grade level in the Federal service performing at least two (2) of the following: Contributing to recommendations on new or existing Information technologies for clients or customers; 2) Participating in the drafting of established guidance to update job aids, manuals, standard operating procedures, and policy instructions; 3) Assisting with analyzing IT databases, code, and/or systems.
OR
B. Must have a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
For GS-11:
A. Must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service performing at least two (2) of the following: 1) Providing recommendations on new or existing information technologies and supporting their implementation and/or maintenance;2) Interpreting data from a variety of sources to generate complex reports for management; 3) Ensuring compliance with information systems standards for effective IT governance to increase efficiency.

B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. PATHWAYS - RECENT GRADUATE - ELIGIBILITY REQUIREMENTS:
Applicants MUST MEET the following eligibility requirements to participate in the Pathways Recent Graduate Program:
- Have completed, within the last two (2) years as of the closing date of this announcement, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying education institute.
- Veterans who were unable to apply within two (2) years of receiving their degree, due to military service obligation, may be extended up to six years.
