This position serves as the Supervisory Health System Specialist (HSS), Executive Assistant to Deputy Chief of Staff (DCOS) at VASNHS, providing health system management services in full support of the medical center mission, goals and objectives.
Duties
Duties include but are not limited to:
Serves as the Supervisory Health System Specialist (HSS), Executive Assistant to Deputy Chief of Staff (DCOS) at VASNHS, providing health system management services in full support of the medical center mission, goals and objectives.
Coordinates and facilitates with Human Resources, clinical service lines, credentialing and education staff to ensure timely onboarding of staff, completion of required competencies.
Conducts analytical studies on staffing processes, issue topics, or related special projects related to market analysis, recruitment and retention of staff within the Chief and Deputy Chief of Staff clinical services.
Collaborates with operations and service chiefs to ensure all VACO, VISN, and VASNHS Executive Leadership's integrated goals and priorities are met.
Executes administrative and personnel management responsibilities related to the Office of Chief of Staff.
Delegates and oversees projects as appropriate and holds staff responsible and accountable for the performance of clinical operations and priorities implementation, project improvements, programs, and works with them daily to ensure efficiency and effectiveness of these operations.
Responsible for implementation of clinical decision-making systems and participation in the development of clinical processes that support effective, efficient, safe, timely, and equitable patient-centered care delivered through third party administrators.
Work Schedule: Full Time, Monday - Friday, 8:00am - 16:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the management and organizational structure of hospitals and health care institutions, with a specific knowledge of the structure and function of the VA, Veterans Health Administration (VHA), and VISN. Advanced knowledge and professional experience in the principles and techniques of healthcare leadership, management and analysis, and a sophisticated understanding of the healthcare facility, Network, VHA, and VA missions, organizations, programs, and requirements of health care delivery systems in general, Knowledge includes functional alignment of clinical and administrative services, and a strong working knowledge of general administrative operations, programs, and practices. Ability to make sound and logical decisions and evaluate alternative courses of action based on available information, and the willingness to defend actions and decisions. Ability to influence people toward achieving the defined vision, mission, and values of the organization. Ability to deal effectively with barriers, issues and problems that occur in the daily activities of an organization. Ability to establish and maintain communications with internal and external groups and individuals. Knowledge of the general principles and practices of resource management, clinical operations, and Lean Six Sigma tools deployment. Knowledge of the operation of a health care organization or system and of the principles and practices of heath care management.

Physical Requirements: Work is mainly sedentary. Travel is minimal. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop.
