The incumbent provides key support to the Chief Quality, Safety, Value Officer in a variety of areas related to coordination and oversight of diverse
administrative and professional programs, office management, business process coordination, data collection, analysis, and reporting.
Duties
Major duties include but are not limited to:
The incumbent is assigned projects/initiatives and analyzes a wide variety of health care system management issues, including projects/initiatives that are assigned by the Chief Quality, Safety, Value Officer to assist in facility expansion projects such as the Centrak Handwashing Monitoring System, "Safety Standdown/Patient Safety Forums" for the Medical Center, HERO (HRO Awards), Strategic Planning Events and Mini Retreats.
Reviews and edits outgoing correspondence by administrative services prior to the signature of the Director.
VISN correspondence regarding various issues that may arise, communication liaison to leaders, programs under the Chief Quality, Safety, Value Officers, special projects with service that impact the facility, issues briefs.
Monitors action items within the organization and ensures appropriate progress to remedy problems and ensure risk management.
Provides program direction to services, which includes continuing review and evaluation of operations, policies, and procedures to achieve efficiency, balance, and coordination among the facility programs and services.
Establish project goals and objectives and provide findings and recommendations to executive leadership. Initiates interdisciplinary task forces or teams as indicated for problem solving and serves as a positive catalyst in group settings.
Assists with designing work processes and systems that are responsive to customer needs and uses customer feedback to plan and improve services.
Acts as a primary liaison or handles communication with persons and/or groups both inside and outside of the organization. Participates in system redesign projects in redesigning customer service processes such as the travel claim process, lost, and found process; taking GEMBA walks and identify "broken" processes.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Preferred/Specialized qualifications:
Master's Degree or higher in clinical related field
Prior clinical experience 3+ years in healthcare and/or prior experience in Quality related field/operations
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Resolves many complex administrative issues in hospitals and health care institutions; Perform detailed analyses of complex functions and work processes, and present both written and oral recommendations, taking into full consideration the wide range of issues that affect the management of the health care delivery system; Plan, organize, and direct ad-hoc team study work and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; Applies the use of national and local benchmark performance data, statistics, actuarial projections, and other data to complete comparative analyses, formulate recommendations, and develop initiatives; Uses a wide range of business processes and practices for the research, assessment, analysis, and presentation of issues and findings to senior management and Skilled in verbal and written communication methods.

Physical Requirements: The work is primarily sedentary but may include periods of prolonged walking. The work places no special physical demands on the employee, includes some walking, standing, bending, and carrying of light items such as paper and books.
