This position serves as the Supervisory Health System Specialist (HSS), Executive Assistant to Chief of Staff (COS), providing health system management services, coordination and oversight of diverse administrative and professional programs, clinical service planning in long and short range strategic planning, financial and workload analyses, program implementation and evaluation and identifying and resolving a full range of complex management problems.

Duties

Duties to include but not limited to the following: Supervises and manages Special Populations Programs such as Employee Whole Health and Women Veteran Program Managers. Provides administrative support and oversight to Associate Chief of Staff for Research, Associate Chief of Staff for Behavioral Health, Associate Chief of Staff for Education, Referral Coordination Team, Medical Staff Office, Clinical Informatics and Community Care. In addition to local responsibilities. Works creatively, cohesively and insightfully with colleagues and other key staff within VISN 21 to design and develop innovative initiatives that will improve patient care quality and efficiency within the VISN. Serves as representative of the Chief of Staff for PATS-R, Clinical Appeals, White House Hotline complaints, Congressional Inquiries, Office of Inspector General (OIG) Complaints/inquiries, Office of Medical Inspectors (OMI), Veteran Service Officer (VSO) issues and/or Whistleblower Complaints. Conducting business case analysis for a variety of programs and services within the Health Care System to determine to identify improvements opportunities, recommended system, and procedural changes, evaluate outcomes and make recommendations to leadership. Responsible for the coordination, formulation, execution and fiscal management of the budgetary plan for the Chief of staff to ensure that expenditures are in line with the organizational goals and priorities of all community care operations. Monitor's and forecasts expenditures and proposes reallocation of funds based on shifting facility needs. Evaluates past expenditures, perceives immediate and long-term requirements and their budgetary impact, coordinates staff input and prepares budget requests accordingly. Optimizes delivery of healthcare through the group practice philosophy. Responsibilities include leading, collaborating, integrating, facilitating, and evaluating outcomes. Must be expert in utilizing tact, diplomacy, and effective negotiation techniques. Collaborates with operations and service chiefs to ensure all VACO, VISN, and VASNHS Executive Leadership's integrated goals and priorities are met. Works closely with peers in other areas to meet their needs as internal customers and the needs of external customers as well. Knowledgeable of overall VISN and health care system goals, missions and priorities to assure a positive impact on other programs and resources. Supervisory Duties: Provides supervision to Title 5, Title 38, and Hybrid 38 employees; serving as the technical expert regarding operational problems and personnel and administrative issues. Supervises the Special Populations Programs and Program Specialist for Contracting with an understanding of how dynamics, personalities, and talents work together to build a strong team. Uses subordinate program manager leaders to direct, coordinate, and oversee the work of the organization; exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Directs a program or major program segment with significant resources. Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors Makes or approves selections for subordinate nonsupervisory positions. Executes short and long-range strategic planning efforts for clinical services. Complies with directives in preparing annual and cyclic planning documents. Assesses priorities to best meet veterans' health care delivery needs. Directs and assists medical center staff in administrative research, management analyses and development of reports pertaining to program plans, development operations, and assessments of any planning phase of the medical center's activities. Conducts special studies on space, and equipment utilization. Compiles final reports of evaluation efforts. Notes discrepancies and the planned initiative for effecting remedial actions. Establishes administrative controls aimed at ensuring remedial actions are completed as proposed. Incumbent is responsible for identifying medical center problems that involve new or revised policies or procedures and brings them to the attention of senior medical center management for appropriate action. Responsible for obtaining timely actions, responses, or decisions on request within and to the medical center and ensures they are actions to remedy critical problems alleviating any chance that accreditation might be threatened. Work Schedule: Mon thru Fri 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED) OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GRADE DETERMINATION: GS 13 You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordination and oversight of diverse administrative and professional programs, provides supervision to employees, uses subordinate program manager leaders to direct, coordinate, and oversee the work of the organization, responsible for the formulations, fiscal administration and control of the operational budget, analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
