The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Performs research and analysis on matters of tax law, to interpret specific Federal tax laws, regulations, congressional committee reports, revenue rulings, revenue procedures, pending legislation, and translate these matters into tax forms, instructions, explanatory publications and other materials to enable taxpayers to understand and meet their filing and other tax responsibilities.
Prepares drafts of selected new or revised material to assure that needs of internal customers are met, and to assure that the Federal tax laws are administered effectively. Coordinates the interests of the various Service organizational units.
Reviews and assists with suggestions from taxpayers, tax practitioner, industry, public interest and other groups, and internal customers, regarding simplification, burden reduction, and other improvements to division products.
Assists in developing specific paperwork reduction, and other improvements to division products. Recommends creation of additional products to reflect tax law, etc. chances, and to address previously unmet customer needs.
Provides assistance on tax law matters to other Service functions, including review of products dealing with tax law matters created by other functions. Prepares tax forms, instructions, and other explanatory materials in both English and Spanish.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 Level; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled.
Examples of qualifying specialized experience include:
Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation.
Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations.
Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations.
Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.
OR
LL.M. degree with specialization in taxation.
OR
A combination of qualifying graduate education and experience as described above.
THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Spanish You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions.
