Duties

WHAT IS THE WAGE AND INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Customer Assistance, Relationship and Education The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as consultant and technical advisor to the Branch Chief on important technical policy matters. Provides expert technical and procedural assistance to technical and managerial personnel of the Division on matters about which she or he has particular expertise, and serves as an advisor to lower graded technicians in the treatment of issues assigned to them. Briefs the key officials on technical problems, and prepares or coordinates background information documents relating to the cause of problems and possible solutions. Reviews proposed and final drafts of Haitian Creole and English tax forms, instructions, schedules, public use forms, form letters, taxpayer information publications, training materials, and other technical tax material to insure technical accuracy, readability, and consistency with other forms, technical publications, and programs conducted by other IRS functions. Analyzes employee and other suggestions concerning tax forms, instructions, publications, and related technical materials and reviews proposed responses to the suggestions. Participates in studies, task forces, projects, and meetings aimed at simplifying products. Ensures that products are logically arranged and written in clear, concise, and easy to understand language.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS- 14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience include: - Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. - Analyzing and resolving tax claims, appeals, settlement offers, or similar work related to Federal tax operations. - Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. - Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. In addition, your experience must be sufficient to demonstrate the following: Experience with Federal tax laws, regulations, revenue rulings, and revenue procedures to convert these into clear concise, logically arranged, well written and easy to understand explanatory material such as tax forms, instructions, and worksheets; Experience with accounting methods, principles, techniques and practices to interpret and resolve problems; Experience with tax law, research techniques that include using on-line and paper methods to perform research and analysis; Experience in learning theory and cognitive thinking, as they apply to the writing, design, and presentation of materials; Experience with printing and design techniques, computer specifications and programming requirements of Standard Generalized Mark-up Language (SGML) or other designated electronic composition and publishing system to develop and implement improvements; Experience in interpreting and planning, scheduling and carrying out work projects, resolving conflicts, preparing forms, instructions, and publications in a variety of formats and dealing with widely varying Code provisions. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". AND THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Haitian Creole. You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions. For more information on qualifications please refer to OPM's Qualifications Standards.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
