The primary purpose of this position is to exercise managerial authority and to serve as Subject Matter Expert (SME) Instructor / Course Manager within the 6 CTS Qualification & Instructor Courses and to manage, administer and direct all aspects of the development, execution, manning and budgeting for instruction.
Duties
Exercises Instructional Systems Design & Course Management responsibilities.
Responsible for course Administration, Resource Management, Budgeting, and Personnel/Manpower.
Develops Education and Training Materials, Testing Procedures and manages Instructor Development.
Conducts, obtains and evaluates training to ensure compliance with MAJCOM and subordinate echelons operating instructions and regulations.

- May be required to maintain JTAC currencies and qualifications IAW JCAS AP MOA 2004-01 Joint Terminal Attack Controller (JTAC)(Ground), AFI 13-112v1 and AFI 13-112v2
- Graduate of the Basic Instructor Course (BIC), Classroom Instructor Course (CIC), ISD formal training course required
- Recent experience in Air Support Operations Squadrons, Tactical Operations Center (TOC), Air Support Operations Center (ASOC) or Air Operations Center (AOC), Joint Terminal Attack Controller (JTAC) executing... (cont'd)
- close air support or joint fire support operations, a current clearance (within 5 years). Experience with computer applications (Microsoft Office) for courseware development used in the classroom and student study
- Position requires extensive knowledge of 1C4X1, 13L, 1C5X1, 13B AFSCs, US Joint Air/Land doctrine, Tactical Air Control Party and ASOC operations. Operational experience in the air to ground community
- Knowledge of Joint Air to Ground Tactics, Techniques, and Procedures as they relate to the planning and employment of combat airpower. Employee must be able to maintain a top-secret security clearance as a condition of employment
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and evaluation as well as knowledge of organizations objectives, processes involved in military and civilian training, and/or processes relating to training programs in parallel business and industry organization.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M with a major study in education or a subject area related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and evaluation as well as knowledge of organizations objectives, processes involved in military and civilian training, and/or processes relating to training programs in parallel business and industry organization.
2. Knowledge of budget regulations and procedures to administer training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, supplies including service contracts, and of all levels and phases of training, education, and syllabus requirements for air to ground operations.
3. Skills to instruct, facilitate and manage classroom settings, develop course materials, present formal and informal courses, briefings, and knowledge of methods of educational instruction and training media (i.e. interactive courseware, in-residence educational methods, and education objectives).
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to use electronic equipment in gathering, developing, and analyzing a variety of data and to make recommendations based on assessments.
6. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
